About this opportunity
The Illinois Department of Military Affairs is issuing a notice of intent to award a sole-source contract to Entec Services, Inc. for Normal Building Automation System Upgrade and Technical Support, with a public hearing scheduled for September 11, 2026 at 2:00 p.m. via WebEx and written comments due by 4:00 p.m. that same day. The hearing will be canceled unless an interested party submits written comments or requests public hearing participation.
The procurement is designated BidbuyNo. 27-466MIL-PROCU-B-53983 and covers phased upgrades to the heating, ventilation, and air-conditioning control systems at the Normal Readiness Center, a 56,000-square-foot state-owned, federally supported facility. The scope includes four phases of control-panel, control-device, and hydronic-system component replacements addressing legacy equipment that ceased receiving manufacturer support in January 2022, plus a four-year technical support program providing Delta enteliWEB annual software subscriptions, eight annual hours of phone support, two scheduled semi-annual site visits, training, diagnostics, server maintenance, and parts and materials discounts.
The estimated contract value is $357,403: $325,000 for the four-phase BAS upgrade and $32,403 for technical support (including a $5,000 performance bond premium), with annual agreement costs increasing 3.5 percent for economic adjustments. The contract term runs August 1, 2026 through July 31, 2030 with no renewal options. Funding sources include both state-appropriated and federal funds.
The sole-source justification rests on ENTEC's existing support of a 2018 geothermal central-plant BAS with proprietary control programming; the facility's dependence on that legacy system; and estimated replacement costs of $500,000 to over $1 million for a new facility-wide BAS. The Chief Procurement Officer retains authority to approve or deny the sole-source method following the hearing. Dianne Richman at the Illinois Chief Procurement Office–General Services is the notice contact (217-622-1857, Dianne.Richman@illinois.gov).
