About this opportunity

The Michigan Department of Natural Resources Parks and Recreation Division is soliciting bids for printing and mailing 108,900 sequentially numbered Non-Resident Daily Recreation Passports, with proposals due October 1, 2026.

The scope requires production of passports printed on 7-point index stock at 2.5" by 3.75" in black and green ink, sequentially numbered from NRP 3432901 through NRP 3541800, assembled in books of 50, and packaged in boxes of 1,000 units per carton. Delivery must occur within twenty working days after receipt of approved proof. The passports authorize single-vehicle access to all Michigan State Park and Recreation Division-administered facilities on the stamped date and include adhesive application for windshield mounting. Passports are non-transferable and subject to Act 33, P.A. of 2010, section 74116 and Act 34, P.A. of 2010, section 78119.

Vendors must submit camera-ready artwork for approval, provide color samples, and detail their methods of destruction and plant security measures. The State reserves the right to inspect the contractor's production facility prior to award at no State cost; contractors bear travel expenses for up to four State representatives if inspection occurs. Vendors are responsible for strict controls over printing, numbering, padding, and inventory to prevent losses, theft, or spoilage, and must maintain detailed accountability records subject to State audit. Defective passports are replaced at contractor expense. All artwork and copy materials provided by the Parks and Recreation Division must be returned upon completion. Vendors must obtain signatures upon delivery and notify the Parks and Recreation Division contact prior to shipping. The State provides a FedEx account number for shipment coordination.

Delivery is F.O.B. destination with inside delivery at vendor expense. Final inspection occurs within 30 calendar days; vendors must correct defects or replace non-conforming passports within 10 calendar days. Payment terms are 45 calendar days from invoice receipt or final deliverable acceptance, whichever is later, via Electronic Funds Transfer through the Michigan SIGMAVSS system. The State is exempt from all applicable taxes.
