About this file
This is a specifications document for the Michigan Department of Natural Resources Parks and Recreation Division detailing requirements for the production and delivery of Non-Resident Daily Recreation Passports (IC3124-1). The project involves printing 108,900 passports sequentially numbered from NRP 3432901 through NRP 3541800. The passports shall be printed on 7-point index stock at 2.5" by 3.75" with black and green ink, assembled in books of 50, and packaged in boxes of 1,000 units per carton. Delivery is required within twenty working days after receipt of approved proof. The specifications include detailed requirements for perforation, adhesive application, numbering sequencing, packaging with numerical sequence tracking, and provisions for identifying and reporting missing numbers. Vendors must obtain signatures upon delivery, with the State providing a FedEx account number for shipment coordination, and must notify the Parks and Recreation Division contact prior to shipping to ensure field office staff availability for receipt.
Vendor accountability and security are paramount requirements, with vendors obligated to implement strict controls over printing, numbering, padding, and inventory to prevent losses, theft, or spoilage. The State reserves the right to inspect the contractor's production facility prior to contract award, with the contractor bearing all travel expenses for up to four State representatives if inspection is deemed necessary. Contractors must submit camera-ready artwork for approval, provide color samples, indicate their method of destruction and plant security measures, and maintain detailed accountability records subject to State audit. Any defective passports discovered must be replaced at the contractor's expense. All artwork and copy materials provided by the Parks and Recreation Division must be returned upon completion of the order. The specifications require vendor compliance with security precautions applicable to any subcontractors involved in production.
