About this opportunity

Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Quotation (RFQ) for the purchase and establishment of a term contract for non-reflective vinyl lettering. The solicitation encompasses 16 line items of vinyl lettering in various colors, sizes, and specifications, with primary preference for Avery Dennison Supercast products or approved equivalents. Annual estimated quantities range from 2 to 20 rolls per item, including 15 rolls of 15" x 50 yard Intense Blue (punched), 5 rolls of 30" x 50 yard Intense Blue (unpunched), 10 rolls of 48" x 50 yard Intense Blue (unpunched), and quantities of specialty colors featuring metallic and etchmark finishes. Vendors must submit firm fixed pricing on a per-roll basis with all unit prices limited to two decimal points, and pricing must remain firm for 90 days from the date of opening for evaluation and award. The RFQ submission deadline is July 27, 2017, at 4:00 p.m. Palm Beach County local time, with faxed or emailed responses acceptable. The County will award the contract on an all-or-none basis to the lowest responsive and responsible vendor, and vendors must respond to all 16 items to be considered responsive. Delivery is required within ten calendar days of receipt of a delivery order with F.O.B. point at destination, and the vendor is responsible for all transportation costs and liability.

The initial contract term is twelve months or until the estimated amount is expended at the County's discretion, with the option to renew for four additional twelve-month periods upon mutual written agreement and subject to Board appropriation of funds. Palm Beach County offers a 5% local preference for quoters with a permanent place of business in Palm Beach County or the Glades, and provides preference for businesses with certified drug-free workplace programs in the event of tied bids. Small business enterprises certified by Palm Beach County at the time of quote submission may receive an award if within 10% of the lowest bid. All vendors must comply with non-discrimination policies, criminal history record check requirements, and public records requirements, and must maintain factory or manufacturer warranty against defects in materials for the warranty period effective upon delivery and acceptance. No incumbent vendors or current contract values are specified in the solicitation documentation.
