About this opportunity
The City of Austin's Austin Transportation and Public Works Department, Street & Bridge Operations, is issuing an Invitation for Quotation (IFQ) for the procurement of a non-nuclear, handheld asphalt density gauge with accessories to measure pavement density on overlay and other pavement projects. The equipment must comply with ASTM D7113-05 and AASHTO T343-12 standards and utilize electrical impedance technology for non-invasive surface contact measurement. Key specifications include a measurement depth capability of 0.75 to 6 inches, reading completion time of no longer than 5 seconds, an 800x480 LCD touchscreen display with 1000 nits brightness, integrated temperature sensing from 0°F to 350°F, GPS functionality, and Bluetooth data transfer capability. Required accessories include a hard shell wheeled carry case, one extension handle, and two chargers (wall and vehicle/truck), along with an 11-inch diameter sensing base and user-selectable measurement depth settings. The device must be powered by a 14.0 Amp-hr NiMH battery at 7.2 volts with a 4-hour recharge time. Delivery must occur within 14 calendar days after purchase order receipt at 6301 Harold Court, Austin, Texas 78721, during standard business hours (Monday–Friday, 7:30 AM–3:00 PM). Quotes are due on February 13, 2026, at 3:00 PM and should be submitted via email to TPWPurchasing@austintexas.gov. All quotes must be submitted on an FOB Destination basis with all freight charges included in the item price.
The City of Austin will initially evaluate quotes from certified Historically Underutilized Business (HUBs) and Minority/Women Business Enterprise (M/WBE) vendors; if adequate quotes are received during this initial notice period, the contract will be awarded accordingly. Otherwise, the solicitation will be posted online with notices sent to all vendors registered for applicable commodity codes. All offerors must certify compliance with non-discrimination and non-retaliation policies, wage theft ordinance provisions, non-debarment status, and ERCOT critical infrastructure protections, and all respondents must complete City of Austin Wage Theft Training within 30 days of contract award. The City of Austin is exempt from federal excise and state sales tax, so tax must not be included in quoted prices. Payment terms are net 30 days from receipt of properly documented invoices, contingent upon delivery of conforming goods to the City's satisfaction. Award will be made to the lowest responsive offer meeting all minimum requirements in accordance with Texas Government Code provisions regarding reciprocal preferences for nonresident bidders and manufactured goods. The solicitation does not specify contract award value or budget range, but vendors should submit a completed Price Sheet and signed Offer Sheet along with materials specifications and descriptive literature for any products not referenced in the solicitation.
