About this file
This is an Invitation for Quotation (IFQ) issued by the City of Austin Purchasing Office for the procurement of a non-nuclear, handheld asphalt density gauge with accessories to be used by the Austin Transportation and Public Works Department, Street & Bridge Operations. The gauge will be utilized to measure pavement density on overlay and other pavement projects. Quotes are due on February 13, 2026, at 3:00 PM and should be submitted via email to TPWPurchasing@austintexas.gov. The solicitation does not specify item quantities, site visits, bidder conferences, or contract award and commencement dates. The document indicates that if adequate quotes are received from certified HUBS or M/WBE vendors during an initial notice period, the contract will be awarded at that time; otherwise, the solicitation will be posted online and notices will be sent to all vendors registered for the applicable commodity codes.
All quotes must be submitted on an FOB Destination basis with all freight charges included in the item price, and the City of Austin is exempt from federal excise and state sales tax, so tax must not be included in quoted prices. Payment terms are net 30 days from receipt of properly documented invoices contingent upon delivery of conforming goods to the City's satisfaction. The solicitation requires offerors to submit a completed Price Sheet and signed Offer Sheet, along with materials specifications and descriptive literature for any products not referenced in the solicitation. Offerors must certify compliance with multiple requirements including non-discrimination and non-retaliation policies, wage theft ordinance provisions, non-debarment status, and ERCOT critical infrastructure protections. Pursuant to ERCOT Protocols Section 16.1.4(1)(b), we verify that if we provide Critical Electrical Grid Equipment (CEGE) or Critical Electric Grid Services (CEGS), any CEGE or CEGS we provide were not manufactured, produced, created, or otherwise provided by a Lone Star Infrastructure Protection Act (LSIPA) Designated Company.

Redundancy of affected facilities, systems, and equipment shall not be considered when determining adverse impact. (2) For Load Resources, this definition only applies to equipment used to send and receive ERCOT telemetry and ERCOT Dispatch Instructions. (3) For purposes of this definition, “reliable operation of ERCOT System Infrastructure” means operating elements of ERCOT System Infrastructure within equipment and electric system thermal, voltage, and stability limits so that instability, uncontrolled separation, or cascading failures of ERCOT System Infrastructure will not occur as a result of a sudden disturbance, including a cybersecurity incident, or unanticipated failure of system elements.

Ownership by an Entity of equity securities (whether publicly traded or not) of another Entity shall not result in control for purposes of this definition if the holder owns (in its name or via intermediaries) 20 percent or more of the outstanding securities of the Entity, and: (a) the securities are held as a passive investment; (b) the holder does not have representation on the Entity’s board of directors (or equivalent governing body) or vice versa; and (c) the holder does not in fact exercise influence over day-to-day management decisions.
