About this opportunity
The City of Jersey City is soliciting proposals for Non-Management Life Insurance through a Request for Proposals (RFP) for life and Accidental Death and Dismemberment (AD&D) insurance covering eligible non-management employees and retirees in Hudson County, New Jersey. The procurement seeks comprehensive life insurance coverage with varied benefit levels across different employee classes, with life insurance amounts ranging from $1,500 to $25,000. Proposals are due on April 24, 2025, at 4:00 pm, to be delivered to the Division of Purchasing at 280 Grove Street, Jersey City. The initial contract term will be one year, from July 1, 2025, to June 30, 2026, with potential options to renew for two additional one-year terms. The city requires net rates excluding commissions and is seeking proposals that match current plan designs, with vendors expected to provide detailed information about any plan design discrepancies. This procurement will be conducted as an "extraordinary unspecifiable services" agreement using a "fair and open" process under the New Jersey Local Unit Pay-to-Play Law, with the City Council ultimately voting to award the contract to the most advantageous proposal.
The RFP does not explicitly mention specific set-aside designations or restrictions on respondent types. The procurement appears open to qualified life insurance companies capable of meeting the comprehensive coverage requirements for non-management employees and retirees. While specific budget ranges are not detailed in the available documentation, the proposal involves tiered insurance benefits for multiple employee classes, suggesting a potentially significant contract value. The procurement process requires a paper-only submission with original signatures and mandatory completion of all forms, with strict requirements around addenda acknowledgment that could render a bid non-responsive if not properly executed. Vendors must download the bid documents to receive potential addenda, and failure to acknowledge all addenda will result in bid rejection. The competitive nature of the procurement suggests multiple vendors may submit proposals, with the ultimate selection based on the most advantageous offering that meets the city's specified insurance coverage needs.
