About this opportunity
The City of Tampa is seeking a qualified 501(c)(3) non-profit organization to obtain a non-exclusive license for a 2,600-square-foot office space located at 1705 N. Howard Avenue in Tampa, Florida. The procurement is a Request for Proposals (RFP) targeting organizations that can provide direct services to low-income residents of the greater Tampa community through walk-in and appointment-based assistance. The facility includes two offices, a merchandise room, a conference room, fitting rooms, and a storage room within the West Tampa Community Redevelopment Area. Proposals will be evaluated based on seven key criteria: Consideration/Benefit to the City (20 points), Complete Proposal Consistency (20 points), Experience of Proposer and Team (15 points), Financial Capacity (10 points), Diversity/Apprenticeship Goals/Compliance (10 points), Criminal History Screening Practices (5 points), and WMBE/SLBE Participation (20 points). Key dates include a pre-proposal conference on May 13, 2025, at 10:00am, questions due by June 16, 2025, at 1:00pm, and proposal responses due by June 23, 2025, at 1:00pm, with the contract term being one year from the award date.
The solicitation emphasizes participation of Women/Minority-Owned Business Enterprises (WMBE) and Small Local Business Enterprises (SLBE), with specific evaluation points allocated to diverse business participation. Proposers must be 501(c)(3) non-profit organizations and are required to perform at least 51% of the work with their own forces. The City has established specific requirements for minority and small business participation, including detailed procurement guidelines that categorize businesses by racial and gender classifications such as Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). Proposers must submit comprehensive documentation including an Affidavit of Compliance covering public entity crimes, E-Verify registration, anti-human trafficking standards, and restrictions on business operations in certain foreign countries. While a specific budget amount of $38,000 is noted in the solicitation review checklist, the primary consideration appears to be the non-monetary value of community services provided. The final License and Hold Harmless Agreement will be subject to approval by the City of Tampa's City Council and may include provisions for rent, construction modifications, and compliance with Equal Business Opportunity programs.
