About this file

The document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) issued by the City of Tampa in October 2012, focusing on implementing guidelines for minority and women-owned business enterprise (WMBE) participation in formal procurement processes. The guidelines provide detailed categorizations for different industry sectors including construction, construction-related services, professional services, non-professional services, and goods, with specific identification of underutilized business enterprises across racial and gender categories.

The procurement guidelines establish a framework for narrowly-tailored WMBE participation, defining specific business enterprise categories such as Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The document includes matrices that outline underutilized WMBE primes and sub-contractors/sub-consultants across different industry categories, providing a structured approach to ensuring diverse business participation in city procurement opportunities. The guidelines apply to formal procurements and solicitations, with the intent of promoting equitable representation and opportunities for minority and women-owned businesses across various professional and commercial sectors.
