The Nevada State Purchasing Division, on behalf of the Nevada Health Authority, seeks a single qualified contractor to provide Non-Emergency Transportation (NET) brokerage services statewide through a firm, fixed monthly capitation rate contract. The contractor will coordinate, authorize, and manage non-emergency medical transportation and secure behavioral health transportation services for approximately 650,917 eligible Medicaid recipients across all Nevada counties, including TANF/CHAP, SSI/ABD, Adult Expansion, Child Welfare, and CHIP populations in both urban (Clark and Washoe Counties) and rural areas. The scope of work requires the contractor to establish and maintain a comprehensive statewide network of qualified transportation providers offering multiple modalities including public transit, paratransit, taxicabs, transportation network companies (TNCs), wheelchair-accessible vans, stretcher vehicles, secure behavioral health transports, gas mileage reimbursement, commercial airlines, and meal/lodging reimbursement, with administrative costs capped at 15 percent of overall contract costs. The contractor must operate a Nevada-based business office during business hours (7:00 AM to 6:00 PM PST Monday through Friday), maintain a 24/7 call center with 90 percent call answer rates within five rings, establish eligibility verification and authorization processes with two-business-day turnaround for routine requests and same-day service for emergencies, ensure 15-minute average wait times with 90 percent of pickups within 15 minutes of scheduled time, and comply with extensive HIPAA and data security requirements aligned with NIST SP 800-53 Moderate baseline standards. Deliverables include a Standard Operating Procedure Manual, Implementation Work Plan, Implementation Staffing Plan, and Disaster Recovery Plan, all due within 30 days of contract execution. Evaluation criteria are weighted as follows: technical qualifications (85 points), administrative costs (15 points), and presentations demonstrating scheduling software capabilities, provider recruitment processes, rural transportation solutions, and community engagement structures (25 points each). The timeline includes first-round questions due by May 15, 2026 with answers posted by May 22, 2026; second-round questions due May 26, 2026 with answers by June 1, 2026; client references due by June 26, 2026; proposal submission deadline of June 29, 2026 at 2:00 p.m. Pacific Time (with an alternate date of July 6, 2026 noted); evaluation period June 29 through July 13, 2026; vendor presentations scheduled July 27-28, 2026; estimated Notice of Intent to Award on July 28, 2026; final Notice of Award estimated September 4, 2026; and Board of Examiners approval on October 13, 2026, with contract commencement on January 1, 2027.

The procurement does not specify set-aside designations or restrictions limiting participation to disadvantaged enterprises or minority-owned businesses; however, mandatory minimum requirements include Nevada business license registration, active sam.gov entity registration, data encryption and stateside data maintenance per State IT requirements, and compliance with Nevada law regarding indemnification, liability limitations, and non-boycott of Israel requirements. Vendors must disclose financial information including two years of profit and loss and balance statements, Dun and Bradstreet numbers, any contract failures or litigation within the past six years, conflicts of interest, and provide at least three client references from similar projects within the past five years; subcontractors must be identified with demonstrated equivalent performance capability. The contract does not identify existing incumbent vendors or current contractors. The contract term spans four years from January 1, 2027 through December 31, 2030, with the possibility of two optional one-year extensions if mutually agreed upon, and includes four additional optional years available through December 31, 2032. Compensation is established through risk-based monthly capitation rates determined by the Division's contracted actuary, with all administrative and service costs included within the firm, fixed monthly rate; the specific award value or budget range has not been disclosed in the solicitation documents.
