About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet issued Request for Bid (RFB) 758 1900000475 on behalf of the Kentucky Department of Fish & Wildlife Resources for the procurement of one John Deere 1590 No-Till Grain Drill, 10-foot model or approved equal, to be delivered to the Big Rivers Wildlife Management Area in Sturgis, Kentucky. The solicitation requires submission of sealed bids in person or via courier delivery to the Office of Procurement Services at 702 Capitol Avenue, Capitol Annex Room 095, in Frankfort, Kentucky, with written questions due by February 19, 2019 at 4:30 PM EST and bid closing at March 1, 2019 at 1:30 PM ET. Equipment must be new and current year model in first-class condition and must include manufacturer's operator manuals. Vendors must bid all line items and must submit the completed face of solicitation, bid information, Kentucky Tax Registration Application Revenue Form 10A100, required affidavits, and out-of-state vendors must provide a Certificate of Authority from the Kentucky Secretary of State. Award will be determined using a Best Value methodology with total cost offer weighted at 900 points and delivery weighted at 100 points for a combined 1,000 available points, with the lowest bidder receiving maximum points and proportional scoring thereafter; delivery scoring is based on calendar days after receipt of order with one percent per day deductions from invoices for late deliveries.

Kentucky statutory preferences are available to resident bidders and qualified bidders, with the latter encompassing nonprofit corporations furthering the purposes of KRS Chapter 163 and qualified nonprofit agencies for individuals with severe disabilities meeting specific statutory requirements. Qualified bidder status requires organizations to be structured to serve individuals with severe disabilities, comply with occupational health and safety laws, employ individuals with severe disabilities for at least seventy-five percent of direct labor man-hours in the manufacture or provision of products or services, and maintain nonprofit registration in good standing with the Secretary of State; all claimed preferences require submission of corresponding affidavits under penalty of perjury and may be subject to documentation verification. All bidders must comply with Kentucky campaign finance laws, disclosure requirements, sales and use tax registration requirements, and state tax payment obligations as established in the Annual Affidavit, and must confirm non-engagement in boycotts of jurisdictions with which Kentucky maintains open trade and non-violation of prohibitions under KRS 11A.236 during the preceding ten years. Prices must be submitted exclusive of federal excise tax and Kentucky sales or use tax on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipping charges. No specific award value or budget range is specified in the solicitation documents provided.
