About this opportunity
The New Mexico General Services Department Purchasing Division, on behalf of the New Mexico Department of Public Safety (NMDPS) Forensic Laboratory, is issuing an Invitation to Bid (ITB) for the establishment of a price agreement to procure laboratory coat rental and weekly laundry services across three locations: Santa Fe, Las Cruces, and Hobbs. The procurement encompasses comprehensive lab coat rental and laundering services, including employee fitting, supply of laboratory coats in three classifications (Chemistry Level dark blue flame-resistant coats, Evidence light blue coats, and Basic white coats), weekly laundering and pressing, inventory management, scheduled delivery and pickup, and replacement of worn or damaged items. The contractor must serve approximately 57 employees across the three locations, with five laboratory coats per person on a weekly service basis, and coats may include NMDPS logo and employee name patches. Services must adhere to NMDPS Standard Operating Procedures and comply with OSHA bloodborne pathogen, personal protective equipment, and hazardous chemical standards, with implementation of documented, validated multi-step laundering processes that prevent cross-contamination and biological or chemical hazards. Required qualifications include provision of initial on-site garment sizing, maintenance of accurate sizing records, size exchanges at no additional cost, weekly pickups and deliveries, quality assurance and quality control procedures, response to missed deliveries or quality issues within one business day, and submission of monthly inventory reports by service location and laboratory coat classification. Pricing shall be submitted as weekly unit rental rates per coat by location, lab coat type, and whether patches are included, with separate pricing for hanging racks at all locations, with payment terms of Net 30 F.O.B. Destination. Sealed bids are due on June 18, 2026, at 2:00 p.m., with formal bid opening to occur immediately thereafter via Microsoft Teams, and the contract term shall be for one year from the date of award with the option to extend for five additional one-year periods by mutual agreement, not to exceed six years total.
The solicitation does not specify any set-aside designations or restrictions on the types of organizations that may respond, nor does it identify any incumbent vendors or current contractors. The procurement permits multiple awards by location and/or laboratory coat classification at the State's discretion to ensure service continuity and availability. Annual price adjustments are permitted only at the time of agreement renewal and may not exceed 10 percent without substantiating documentation of demonstrable market changes. The bid response spreadsheet contains 19 line items encompassing the three types of lab coats with options for coats either without or with logo and name patchwork, plus one line item for hanging racks, with all quantities provided as estimates only and actual quantities purchased subject to variation. Bidders are instructed that they cannot modify item descriptions, unit of measure designations, or quantities, and may only provide clarifications, explanations, or brand name identifications in designated comment fields. No specific budget range or award value is listed in the available documentation; however, the scope of services across three locations serving approximately 57 employees with weekly rental and laundry services for multiple coat types indicates a multi-year contract of significant value.
