About this file

This is an Invitation to Bid (ITB) issued by the New Mexico General Services Department Purchasing Division on behalf of the New Mexico Department of Public Safety (NMDPS) Forensic Laboratory for the establishment of a price agreement to procure laboratory coat rental and weekly laundry services. The solicitation requests comprehensive lab coat rental and laundering services to be provided at three NMDPS Forensic Laboratory locations: Santa Fe, Las Cruces, and Hobbs, New Mexico. Services include employee fitting, supply of laboratory coats in three classifications (Chemistry Level dark blue flame-resistant coats, Evidence light blue coats, and Basic white coats), weekly laundering and pressing, inventory management, scheduled delivery and pickup, and replacement of worn or damaged items. The coats may include NMDPS logo and employee name patches. The staffing estimates total approximately 57 employees across the three locations requiring five laboratory coats per person on a weekly service basis. Sealed bids are due on June 18, 2026, at 2:00 p.m., with formal bid opening to occur immediately thereafter via Microsoft Teams. The contract term shall be for one year from the date of award with the option to extend for five additional one-year periods by mutual agreement, not to exceed six years total.

Pricing shall be submitted as weekly unit rental rates per coat by location, lab coat type, and whether patches are included, with separate pricing for hanging racks at all locations. Payment terms are Net 30 F.O.B. Destination, with prices excluding state gross receipts tax and local option tax to be added at invoicing. The solicitation permits multiple awards by location and/or laboratory coat classification at the State's discretion to ensure service continuity and availability. Annual price adjustments are permitted only at the time of agreement renewal and may not exceed 10 percent without substantiating documentation of demonstrable market changes. The contractor must adhere to NMDPS Standard Operating Procedures and comply with OSHA bloodborne pathogen, personal protective equipment, and hazardous chemical standards, and must implement documented, validated multi-step laundering processes that prevent cross-contamination and biological or chemical hazards. The contractor must provide initial on-site garment sizing, maintain accurate sizing records, supply size exchanges at no additional cost, conduct weekly pickups and deliveries, provide quality assurance and quality control procedures, respond to missed deliveries or quality issues within one business day, and provide monthly inventory reports to NMDPS by service location and laboratory coat classification.
