About this opportunity
The Florida Department of Health, Bureau of Epidemiology, is executing a sole-source purchase of modified software for the file-transfer uploader between the Florida Poison Information Center Network (FPICN) and ESSENCE-FL, with proposals due August 3, 2026. The intended vendor is NLP Logix.
The scope involves modifying the current uploader process to replace older methodology with the NPDS Uploader approach utilizing XML file-format uploads. The modification will incorporate new data elements into the existing NPDS XML file, integrate the ExpLab table into the database, and configure timing (upload intervals and acknowledgement file wait times), IP address of upload server, protocol, and encrypted login credentials and authentication.
The estimated contract value is $48,000 over a one-year term including service and maintenance. The sole-source justification rests on NLP Logix's exclusive possession of the existing FPICN uploader codebase, source code access, configuration knowledge, and operational expertise required to modify and extend the platform for ESSENCE-FL integration. No other vendor is identified as capable of performing the work.
The procurement was approved by Allegra Small, Chief of the Bureau of Procurement and Contract Administration. This posting constitutes notice of the agency's intended single-source purchase decision under Florida Statutes and Administrative Code requirements.
Opportunity text
FDOH, Bureau of Epidemiology, has the need to purchase a modified solution for the current uploader process for the file transfer between the FPICN and ESSENCE-FL. The modified solution would replace older methodology with the NPDS Uploader approach that utilizes an XML file format upload method. The modified solution would use the existing NPDS XML file to add new data elements and incorporate the ExpLab table in the database into the XML. In addition, development of the following configuration elements as part of the modified solution will also be needed: timing (interval between upload and wait time for acknowledgement file), IP address of upload server, protocol, and login credentials/authentication (encrypted).
