About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Health (FDOH), Division of Disease Control and Health Protection, Bureau of Epidemiology. The document outlines the agency's need to procure a modified software solution for the uploader process facilitating file transfer between the Florida Poison Information Center Network (FPICN) and ESSENCE-FL. The requested service involves building, testing, and deploying a modified solution that replaces older methodology with the NPDS Uploader approach utilizing XML file format uploads, incorporating new data elements, and integrating the ExpLab table into the database. Configuration elements required include timing specifications for upload intervals and acknowledgement file wait times, IP address designation for the upload server, protocol specification, and encrypted login credentials and authentication. The procurement was posted on July 13, 2026, at 3:30 PM, with a response deadline of August 3, 2026, at 3:30 PM. The contract term is one year of service and maintenance.
The estimated contract value is $48,000.00, and the FDOH is seeking authorization to purchase this service as a single source from NLP Logix. The justification for single source acquisition emphasizes that NLP Logix developed, tested, and currently maintains the existing codebase for the FPICN uploader framework, and no other vendor possesses the necessary source code access, configuration knowledge, or operational expertise required to modify and extend this platform for ESSENCE-FL integration. The procurement was approved by Allegra Small, Chief of the Bureau of Procurement and Contract Administration. This posting serves as notice to prospective vendors regarding the agency's intended single-source purchase decision, in accordance with Florida Statutes and Administrative Code requirements.
