About this opportunity
The New Hampshire Department of Environmental Services is requesting qualifications from professional engineering consulting firms to provide environmental remediation and site assessment services statewide under RFQ DES-2026-05, with proposals due October 2, 2026 at 4:00 p.m. EST. Firms headquartered in or maintaining a staffed branch office in New Hampshire are preferred.
The scope encompasses environmental site assessments, site investigations, remediation design, remedial implementation, hazardous building materials surveys and abatements, and solid waste engineering and geological services at petroleum and hazardous waste contaminated sites, brownfields, and CERCLA grant-funded sites. Work must comply with New Hampshire Contaminated Site Management Rules, Brownfields Program regulations, Hazardous Waste Rules, Solid Waste Rules, and CERCLA requirements. Firms must hold licenses to provide engineering services in New Hampshire and demonstrate experience with site characterizations, remedial action plans, pilot studies, system installation oversight, vapor intrusion evaluation, TSCA projects, brownfields projects, and CERCLA projects. Partnerships between firms are acceptable to fulfill qualification requirements.
The anticipated contract compensation averages $350,000 to $500,000 per firm annually, with fair and reasonable rates to be negotiated based on estimated value, scope, complexity, and professional nature of services. The contract will run for four years effective July 1, 2027, subject to Governor and Council approval. Funding sources include the State Oil Pollution Control Fund, Oil Discharge and Disposal Cleanup Fund, Hazardous Waste Cleanup Fund, Drinking Water and Groundwater Trust Fund, and federal brownfields and CERCLA funding, to be determined each fiscal year.
NHDES will short-list firms selected for interviews on or about November 1, 2026, with final selection of up to six firms completed on or about April 1, 2027. The evaluation is a two-phase process: Phase I scores written submittals on firm experience, staffing, and project history; Phase II consists of interviews with short-listed firms; Phase I scores are used only for short-listing and are not carried forward to Phase II scoring.
Submissions must include a completed Phase I Self-Scoring Evaluation Score Sheet, the NHDES Environmental Consulting Services Contract Questionnaire, and a Company Qualifications/Experience document. Questions should be directed to Joshua Whipple, P.G., at joshua.c.whipple@des.nh.gov or (603) 271-8401.
