The New Hampshire Department of Military Affairs and Veterans Services is soliciting bids for mechanical, electrical, and plumbing (MEP) upgrades at the NHARNG Center Strafford Training Site under RFB-DMAVS-2027-01, with bids due July 17, 2026.
The scope encompasses comprehensive system upgrades at 1 Austin Cate Drive, Center Strafford, including Building 5 (Dining Hall) and site-wide infrastructure. Mechanical work includes furnishing and installing natural gas-fired boilers, hot water system pumps, piping, thermal insulation, and HVAC systems with a 15-ton Carrier rooftop unit (Model 48FEFN16A3A5-3A0C0) featuring 2-stage cooling, modulating LP gas burner, CO2 demand control ventilation, and A2L refrigerant leak detection. A direct digital control (DDC) system must operate on the Niagara 4 Framework using BACnet protocol and integrate with the existing building management system at Cooper House central server. Electrical work includes a 100-amp rooftop unit circuit with a new American Rotary ADX75 phase converter, site lighting with digital timer and motion-activated dimming, and two pedestal-mounted electric vehicle charging stations (Clipper Creek HCS-D50R-C29-L25-268 or equal) with 50-amp, 240-volt circuits. All work must comply with the 2021 International Building Code, 2021 NFPA 101 Life Safety Code, 2020 NFPA 70 National Electric Code, 2018 International Energy Conservation Code, and New Hampshire amendments and State Fire Code.
Davis-Bacon prevailing wage requirements apply. The contractor must furnish performance and payment bonds within ten days of Notice of Award equal to the full contract price, maintain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate, and automobile insurance of at least $250,000 per person and $500,000 per occurrence for bodily injury and $50,000 for property damage. The contractor must provide three operating and maintenance manuals, conduct owner training, furnish spare parts for four-year operation, and warrant all systems for two years from substantial completion. Contract Work Hours and Safety Standards Act requirements limit work to 40 hours per week with overtime at 1.5 times base rate. Environmental management requirements prohibit use of Federal GSA Fleet vehicles and mandate energy-efficient equipment selection and reduction of electrical consumption.
