About this file

This Addendum #1 document contains agency responses to vendor inquiries for RFB DMAVS 2027-01, issued by the New Hampshire Department of Military Affairs and Veterans Services for mechanical, electrical, and plumbing (MEP) upgrades at the Center Strafford Training Site. The addendum addresses 23 detailed vendor questions regarding the scope of work, which includes installation of a new Niagara 4 building management system (BMS), rooftop unit (RTU-1) upgrades, existing conduit reuse, ductwork cleaning, phase converter replacement, BACnet protocol requirements, JACE network controller installation, and controls integration across multiple campus buildings. The RFB closing date is July 17, 2026, at 12:00 PM EST. Key clarifications indicate that all JACE controllers and the central BMS server are to be furnished and installed as new equipment, existing wiring can be reused if functioning and warranty-covered, Niagara licensing is required with full editing capability, and the controls contractor must support commissioning and testing with the TAB (testing and balancing) team.

The responses establish that the project is not proprietary to any specific contractor, and qualified Niagara 4 contractors are acceptable. All existing conduit is anticipated to be usable; however, if issues arise during wire pulling, remediation will be addressed case-by-case based on severity and project impact. Existing ductwork cleaning and failed devices are to be handled through allowance funding or change orders dependent on funding availability and system functionality needs. The RTU-1 is exempt from the "stripped" equipment requirement and will include factory-installed microprocessor controls and BACnet interface with all control points available through BACnet communication. The controls contractor bears responsibility for internal building wiring warranty and demolition coordination, excluding only existing IT department switches and inter-building fiber/cabling. The contractor must ensure project completion through direct hire or staff coordination, with control wiring for smoke detector interlocks and fan shutdown completed in coordination with the electrical contractor.

ADDENDUM #1

AGENCY RESPONSES TO VENDOR INQUIRIES

DATE OF POSTING: 06/22/2026 DATE OF CLOSING: 07/17/2026

TIME OF POSTING: By 3:00 PM EST TIME OF CLOSING: 12:00 PM EST

INQUIRY 1: Attachment B-1.C states, "New BMS System". Please provide more details on what is required for this scope. Is the existing wiring to be reused? Please confirm that the Niagara 4 system is to be used. Are all of the items shown on the Controls Diagram on H-101 to be furnished and installed?

RESPONSE 1: Building level wiring connected to existing field devices from the current JACE in each building are expected to be tested and reused. An open platform Niagara 4 system is the only system allowed for installation. All JACE Network Controllers are to be installed in each building as well as the Central BMS Server. Interconnection from each JACE to the building level switch will be done by the contractors in coordination with the NHARNG I.T. department for proper interconnection between buildings. No Building Level Switches or Remote PC’s will be required by the contractor.

INQUIRY 2: Who is the current controls contractor for the facility?

RESPONSE 2: ENE Systems of NH Inc

INQUIRY 3: Is XL Automation, an approved Niagara 4 contractor, allowed to be the controls subcontractor for this project, or is the company in Question 2 proprietary?

RESPONSE 3: We’re unaware if XL Automation is an approved N4 contractor, but the project is not proprietary to any contractor.

INQUIRY 4: A large amount of the electrical scope involves using existing conduit for new wiring. If issues arise trying to pull wire thru this existing conduit, will any work to remedy the situation be paid under the Allowance?

RESPONSE 4: All existing conduit for the project is anticipated to be able to be used. If issues arise, they would be addressed at the time of identification based upon severity of the issue, the impact to the project, and the ability to fulfill the scope.

INQUIRY 5: Sheet H-201 has a note that states that all existing ductwork is to be cleaned. Are there any plans showing the size and runs of this ductwork? If not, would this work be paid under the Allowance?

RESPONSE 5: We do not have any plans that show the extent or size of the ductwork within the building, so we are unable to quantify this item. We suggest that this scope of work be reviewed during the construction process and be paid under the allowance funding for the project.

INQUIRY 6: H-201 also shows a single dashed line in 2 parts of Dining Room (3). Does this line represent act that needs to be removed and put back to facilitate work above the ceiling? If so, are we required to install temporary fire-rated poly sheeting while the act is removed? Do any sprinkler heads need to be temporarily lowered while the ceiling is removed, or can the poly sheeting be installed around the existing heads?

RESPONSE 6: The dashed line represents a soffit. There is no work required above the ACT ceiling other than temporary access to ducts for cleaning and for setting of volume dampers. ACT ceiling does not need to be removed. No sprinkler heads need lowering; no poly sheeting is necessary.

INQUIRY 7: The system mentioned in Keynote 6-9 on sheet E-201 (200A feeder breaker, 100A RTU breaker, and Phase converter) appears to already be in place. Please clarify scope.

RESPONSE 7: The existing Phase Converter is to be removed and replaced as noted on E-201, Keynotes 1 to 9 and Notes 1-20.

INQUIRY 8: Please confirm the required BAS network protocol. Division 23 identifies BACnet/IP as the preferred protocol, while Division 25 requires BACnet MS/TP. Please clarify which protocol shall govern this project.

RESPONSE 8: MS/TP is only acceptable at direction of owner per 230923 1.3.D.

INQUIRY 9: Attachment B-1.C states "New BMS System." H-101 appears to show the campus-wide BMS architecture, including JACE network controllers and building-level switches for Buildings 1 through 12, but also notes "drawing for reference only." Please clarify whether H-101 represents existing conditions, new installation design intent, or diagrammatic/future scope. Are all items shown on H-101 to be furnished and installed under this contract? Is existing wiring to be reused? Please confirm that the Niagara 4 system is to be used. Please also confirm the required quantity of new JACE 9000 controllers, whether the JACE controllers shown for Buildings 1 through 12 are existing, new, or diagrammatic/future only, the required device count, drivers, resource sizing, Niagara licensing, and whether the JACE controllers shall include BACnet, Lon, and Modbus drivers.

RESPONSE 9: H-101 references new installation design intent. All JACE Controllers and the Central BMS Server are to be furnished and installed under this contract. Existing Wiring can be reused if it is functioning and covered under warranty for the project. The only new wiring anticipated is CAT6 to the building level switches for interconnection to the BMS Server and external connection to the Central Network. All JACE's should be new installation with existing equipment being turned in to an Owner's representative. Niagara Licensing is required for full functionality of the depicted systems with Owner’s ability to make full editing as needed.

JACE should include BACnet drivers at a minimum. JACE shall be enabled to support Lon and MODBUS as well per 230923.

INQUIRY 10: Please confirm the existing BMS server location, current Niagara version, licensing status, and required upgrade scope. Section 250000 states the central server is located in Building 7 and runs outdated N4 software. Please clarify whether this project includes new server software/Campus Wide Supervisor. If the existing server needs updating or replacement, please confirm whether new server hardware/VM will be provided by the Army and coordinated with Army IT and the BMS contractor.

Please confirm the BMS contractor responsibilities for integration, new graphics, station/platform backups, license upgrades, and/or three-year SMA/software maintenance. Please clarify the front-end user interface intent and whether any of the existing front-end can be reused.

RESPONSE 10: Everything will be new and provided by the contractor with coordination from NHARNG I.T. Department. Front end intent is for one central location to be able to see all buildings, points, and alarms as if the user was in each building. All graphics are to be independent of the BMS Server so each building can also be logged into and operated locally if necessary.

INQUIRY 11: Please provide existing controls as-builts, Niagara station backups, platform backups, graphics, current point databases, network risers, controller schedules, IP addressing, BACnet device IDs, existing JACE inventory, available admin credentials, and a list or schedule of all existing equipment and controllers to be integrated, including the new Mess Hall (Building 5) head-end controller. Please also describe the existing BAS network architecture serving the Mess Hall, including communication protocols, network types, number of networks, approximate number of devices on each network, manufacturer and Niagara version of the existing Mess Hall JACE, and any proprietary downstream controllers or devices that cannot be migrated to a standard open-licensed Niagara JACE.

RESPONSE 11: Full Access to all site information will be provided to the winning bidder. All possible administration passwords will be obtained and provided as soon as reasonably available. At this time, we are not tracking items that are proprietary or that will affect migration to the open licensed Niagara JACE.

INQUIRY 12: Please identify the current controls contractor for the facility. Please confirm whether any existing controllers, thermostats, or downstream devices are proprietary and cannot be migrated to a standard open-licensed Niagara JACE. Existing thermostats are assumed to be Schneider and proprietary;

if existing proprietary controllers are replaced, please confirm whether the thermostats must also be replaced.

RESPONSE 12: ENE Systems of NH Inc is the current controls contractor. There is no proprietary controls contractors or site devices that we are aware of. All controls contractors currently and previously under state contract have never had any proprietary issues with this site.

INQUIRY 13: Please confirm the expectation for replacement of existing devices found to be failed or nonfunctional during checkout. Pricing assumes all existing devices are operational and does not include an allowance for defunct existing devices. If existing devices are found failed, please confirm that replacement will be handled by change order during construction.

RESPONSE13: Failed devices will be handled on a case-by-case basis dependent upon funding availability and system functionality caused by failed device.

INQUIRY 14: Section 230923 requires the contractor to test and warranty the existing BAS network infrastructure for the duration of the warranty period. Please confirm whether the Controls Contractor is responsible for testing and re-warrantying the existing BAS network infrastructure, including network switches, cabling, fiber, etc., or whether this requirement is limited to new work installed under this project.

RESPONSE 14: Contractor is responsible for warrantying all internal building wiring done/utilized by the contractor with the exception of the existing NHARNG I.T. Department switches and building to building interconnecting fiber/cabling.

INQUIRY 15: Please confirm whether the Controls Contractor is responsible for recreating existing graphics, trends, alarms, schedules, and programming for existing systems being integrated into the new Niagara N4 platform, or whether the scope is limited to integrating existing points and providing graphics/programming only for new work. Are graphics, trends, and alarms required only for Building 5 / Mess Hall, or for all campus buildings shown on H-101? Please confirm the required trend duration and sampling requirements, including whether Section 259000 requires dynamic graphics and 365 days of trend storage at 15-second sampling for all analog points and digital change-of-state conditions.

RESPONSE 15: New/Reusing existing graphics is up to the contractor on a case-by-case basis. All existing and new points are required to be integrated into the new Niagara N4 platforms. 250000 1.2 (J) covers required trending data.

INQUIRY 16: Section 250000 states vendor equipment shall be procured "stripped" of sensors and controllers whenever practicable, but the RTU-1 sequence requires factory-installed microprocessor controls and a factory communications card. Please confirm RTU-1 is exempt from the "stripped" requirement and will be provided with factory-installed controls and a BACnet interface. Please confirm RTU-1 is intended to be factory controlled and BAS-integrated, not field-controlled by a separate ATC controller.

RESPONSE 16: If it is not practical, don’t strip it. That would include required factory installed devices that are key components in system/equipment operation. 250000-1.2.I. is intended for other types of equipment than RTUs. RTU-1 requires factory installed control components.

INQUIRY 17: Please provide the RTU-1 factory controls submittal and BACnet point map. The RTU sequence states the unit will operate using factory microprocessor controls with a factory communications card, and the BMS is to monitor/control fan status, building static pressure, fan speed, supply/return temperatures, economizer status, exhaust damper command/position, filter pressure drop, zone temperatures, and alarms. Please confirm which points are available via BACnet and which require hardwired I/O by the ATC contractor. Please also identify all sensors, actuators, and other control devices furnished by the ATC contractor versus those provided as part of the packaged RTU.

RESPONSE 17: All points are available via BACnet. Note that RTU has barometric relief damper only.

Delete exhaust damper command/position.

INQUIRY 18: The sequence states the ATC contractor shall furnish and install a building pressure sensor to control the modulating exhaust fan. Please clarify whether the modulating exhaust fan is the RTU factory power exhaust, an existing exhaust fan, or separate equipment. Will the building pressure sensor be wired directly to the RTU factory controller or to the BAS? Will the RTU factory controller or the BAS be responsible for modulating the exhaust fan? If the BAS controls the exhaust fan, what is the intended division of control between the RTU factory controller and the BAS? Please provide the required pressure sensor location, reference location, control setpoint, tubing route, and whether the exhaust fan/damper command and feedback are available through the RTU BACnet card or require separate field wiring.

RESPONSE 18: RTU has barometric relief damper only. Delete references to building pressure and exhaust fan control.

INQUIRY 19: Please confirm that Division 26 is responsible for providing all required 120 VAC control power for the BAS/ATC system, including RTU-1 control power circuits, the new head-end controller, the new BMS panel, JACE, network switch, power supplies, and control transformers. Section 259000 requires mechanical-room controls wiring to be in conduit with minimum 3/4-inch control conduit, but the documents do not clearly identify all controls power sources or responsibility splits. Please clarify responsibility.

RESPONSE 19: Winning bidder is responsible for ensuring project completion whether that would be done by the directly hired electrical contractor or one on the controls company staff or payroll.

Notes on H-202 and note 4 on E-201 are identical and note that smoke detectors are furnished and wired by EC and installed by MC. H-202 further describes that control wiring between starters and smoke detectors are by ATC. To clarify, the EC wires the smoke detector 120V power.

INQUIRY 20: Mechanical Drawing H-202 states that the low-voltage wiring between the RTU-1 supply/return fan starters and the duct smoke detectors shall be provided by the Controls Contractor.

Electrical Drawing E-201, Note 4, states that the duct smoke detectors shall be wired by the Electrical Contractor. Please clarify responsibility for all smoke detector wiring and fan shutdown interlocks associated with RTU-1.

RESPONSE 20: As noted in RFI 19 response, EC wires the power, ATC wires the controls. Controls wiring for shutdown shall be done in coordination by the awarded bid winner. As long as the shutdown is done per spec and works as intended the goal of the project will be accomplished.

INQUIRY 21: Please confirm whether the Controls Contractor is responsible for demolition of the existing RTU controls, including removal and safe termination of existing BAS communication wiring, or whether this work is by others.

RESPONSE 21: Demolition will be done by the awarded contractor in a manner they see fit. It would be recommended that the controls contractor is involved in the pre-demolition portion to ensure all existing points are properly captured before demolition.

INQUIRY 22: A large amount of the electrical scope involves using existing conduit for new wiring. If issues arise while trying to pull wire through this existing conduit, please confirm whether any work required to remedy the situation will be paid under the allowance.

RESPONSE 22: All existing conduit for the project is expected to be able to be used. If issues arise, they would be addressed at the time of identification based upon severity of the issue, the impact to the project, and the ability to fulfill the scope.

INQUIRY 23: Please define the ATC commissioning requirements, witness testing requirements, trend durations, functional test forms, TAB coordination time, and retesting responsibility. Section 230593 requires ATC cooperation with TAB and sequence verification, including correction of deficiencies and rechecks until sequences are verified.

RESPONSE 23: ATC is responsible for support of commissioning and TAB as noted in several portions of the contract documents, including specifications 230593, 230923, 250800, and 259000.

The Contract Documents establish the required system performance and sequence of operation but do not prescribe specific trend durations, functional test forms, allotted TAB coordination time, or a predetermined number of retests. The contractor shall provide the coordination, testing, trending, and corrective actions necessary to demonstrate compliance with the Contract Documents. Any deficiencies identified during testing shall be corrected and the affected systems retested until the specified sequences of operation and system performance are achieved.
