About this opportunity
The Great Lakes Water Authority (GLWA) in Wayne County, Michigan is soliciting competitive sealed bids from qualified construction contractors for the Newburgh Road Booster Pumping Station Improvements project (Solicitation REQ-0006631). The procurement encompasses design-build construction of a new 52-million gallon per day (MGD) capacity booster pumping station with associated yard piping and site work located at 36336 Eight Mile Road in Farmington Hills, Michigan, along with the demolition of the existing booster pumping station at 36363 Eight Mile Road in Livonia, Michigan. Deliverables include furnishing and installing horizontal split case pumps, pump control valves, system valves, isolation valves, bypass systems, surge relief systems, generators, electrical equipment, and comprehensive piping systems on suction and discharge sides with tie-in connections to the existing 42-inch water main. Key completion milestones are established at 870 days for Milestone M1, 1,025 days for Substantial Completion, and 1,200 days for Final Completion, with liquidated damages of $5,000 per day for delays beyond M1 and Substantial Completion, and $3,000 per day for Final Completion delays. Required qualifications for bidders include completion of at least three similar projects within the past fifteen years with facilities of at least 40 MGD capacity incorporating 36-inch or larger ductile iron pipe; a project manager and construction superintendent each with a minimum of ten years of experience on municipal or industrial facilities projects; a site safety manager holding 30-hour OSHA certification with at least ten years of construction safety program experience; and a systems integrator with minimum ten years of experience with Ovation DCS systems for GLWA and completion of three similar projects. Evaluation criteria include lowest cost/responsive/responsible bids at 97% weight and Business Inclusion and Diversity (B.I.D.) economic equity at 3% weight. The optional solicitation meeting is scheduled for May 20, 2026, at 10:00 AM EST via Microsoft Teams with an optional site tour at 1:00 PM, with RSVP required by May 15, 2026, at 12:00 PM EST. Questions are due by June 1, 2026, at 12:00 PM EST, and bid responses must be submitted by June 22, 2026, at 12:00 PM EST.
The procurement includes a mandatory B.I.D. Program requirement that all vendors submit a Diversity Plan demonstrating methods for maximizing economic opportunities for qualified small, minority-owned, and economically disadvantaged business enterprises; accepted diversity certifications include DBE, MBE, WBE, and SBE designations. Bidders are required to nominate all proposed subcontractors by specialty trade on the Solicitation Subcontractor List form, and cannot remove, replace, or add subcontractors except for good cause as determined by GLWA. Vendors must complete the Schedule of Manufacturers and Suppliers by selecting one specified manufacturer per line item for thirteen identified materials and equipment categories, including modular air handling units, medium-voltage motor controllers, standby generators, automatic transfer switches, powered actuators, valve systems, process control software, bridge cranes, and centrifugal pumps. The project requires integration with GLWA's Ovation DCS control systems and compliance with GLWA's CS-12 SCADA Standard Specifications and CS-13 Field Instrumentation Standard, with the systems integrator responsible for ensuring compatibility with existing GLWA infrastructure and standards. Bid bonds equal to 5% of the bid price are required at submission, with performance and payment bonds at 100% of the contract price required upon award. The contract value is anticipated at approximately $5.4 to $5.6 million based on the lump sum price structure with multiple provisional and cash allowances, including allowances for line stop installation ($300,000), piping bypass work ($350,000), Emerson Ovation/SCADA equipment ($830,000), security systems integration ($400,000), power monitoring systems ($25,000), DTE equipment and services ($200,000), and general contingency ($3.3 million). Vendors with a validated one-year aggregate Vendor Performance Score of less than 70% will be deemed non-responsible, and no artificial intelligence tools are permitted in bid preparation.
