About this opportunity
The City of Newark, New Jersey, is soliciting proposals through RFP #2024-48 for Newark Hope Village II Operators, seeking qualified shelter providers to operate two container-based shelter villages located at 51-63 Elizabeth Avenue in Newark. The procurement aims to establish a low-barrier shelter project capable of sheltering up to 20 homeless individuals per village, with a focus on creating an innovative, no-requirements shelter environment that supports chronically homeless individuals through targeted outreach and comprehensive services. Proposing organizations must provide shelter accommodations, three daily meals, intensive case management, medical and social service referrals, and maintain a safe, clean environment. The RFP requires detailed staffing specifications, including administrative personnel, social workers, site monitors, and janitorial staff, with a contract term of twelve consecutive months and an option for a potential twelve-month renewal. Evaluation criteria will be weighted as follows: vendor qualifications (20%), approach and implementation (15%), intensive case management capabilities (40%), and cost considerations (25%). Proposal responses are due electronically by September 26, 2024, at 10:15 am through the City's e-Procurement Portal, with strict guidelines that any proposal received after the specified time will not be accepted.
The RFP does not explicitly designate the procurement for specific disadvantaged enterprise types, but it includes comprehensive compliance requirements covering equal employment opportunity, Americans with Disabilities Act compliance, and various non-discrimination policies. Vendors must complete detailed documentation including ownership disclosure statements, bidder qualification questionnaires, and certifications regarding investment activities, sweatshop regulations, and potential conflicts of interest. Insurance requirements are substantial, mandating general liability coverage of $1,000,000 per occurrence, commercial liability insurance, professional liability, and workers' compensation, with the City of Newark to be named as an additional insured. While specific budget ranges are not explicitly stated, the RFP suggests the contract will cover operational costs for shelter management, staffing, meals, and supportive services. Joint ventures, partnerships, and formal organizations are eligible to submit proposals, with each participant required to execute necessary documentation and demonstrate comprehensive qualifications for operating a supportive homeless shelter environment.
