About this file

This is a Request for Proposals (RFP) #2024-48 issued by the City of Newark, New Jersey, seeking operators for Newark Hope Village II, a low-barrier shelter project designed to provide temporary housing for homeless individuals and families. The RFP solicits proposals from qualified shelter providers to operate two container-based shelter villages, each with capacity to shelter up to 20 homeless individuals, located at 51-63 Elizabeth Avenue in Newark. The proposal responses are due electronically by September 26, 2024, at 10:15 am, with the contract term established for twelve consecutive months and an option for a potential twelve-month renewal. The project is specifically aimed at creating an innovative, no-requirements shelter environment that can attract and support chronically homeless individuals through targeted outreach and comprehensive supportive services.

The RFP includes detailed requirements for shelter operators, including mandatory staffing specifications (such as administrative personnel, social workers, site monitors, and janitorial staff), comprehensive case management services, and specific operational guidelines. Proposals will be evaluated based on four key criteria: vendor qualifications (20%), approach and implementation (15%), intensive case management capabilities (40%), and cost considerations (25%). The shelter operator will be responsible for providing shelter accommodations, three daily meals, intensive case management, medical and social service referrals, and maintaining a safe, clean environment. Insurance requirements are substantial, including general liability coverage of $1,000,000 per occurrence, commercial liability insurance, professional liability, and workers' compensation, with the City of Newark named as an additional insured.
