About this opportunity
The State of Maine Division of Purchases is requesting quotations for new treated rail cross ties under RFQ, with quotes due September 4, 2012 at 2:00 p.m. local time.
Quotes must be submitted electronically. Supporting documents and literature may be submitted by fax or mail prior to bid opening. Unit prices must be submitted separately for each item unless otherwise specified. All questions must be submitted through the designated online portal; responses submitted through alternative channels will not be considered valid.
The specifications detail material composition standards, treatment specifications for preservation and durability, dimensional tolerances, and inspection protocols. Manufacturers must provide current material safety data sheets for any hazardous chemicals in accordance with Maine's Chemical Substance Identification Law.
Awards will be made to the bidder offering the best value to the State, considering quality, conformity to specifications, delivery dates, and overall cost. Time of delivery must be stated in definite terms. The State reserves the right to reject any or all quotes, waive formalities or technicalities, and increase or decrease quantities by up to 10% unless otherwise stated in the purchase order.
Pricing should be submitted exclusive of Federal and Maine State Sales and Use Taxes, as the State is exempt from both. All transportation and freight charges shall be prepaid and included in the bid price unless otherwise specified. Cash discounts are evaluated only if payment terms are 20 days or more; discount terms of "less than 25 net" will not be considered unless deemed in the State's best interest. In case of bidder default, the State reserves the right to procure materials from alternative sources and charge excess costs to the contractor. All deliveries must comply with applicable Federal, State, and local laws and regulations.
