About this opportunity
The City of Scranton Department of Business Administration is issuing Invitation to Bid (ITB 2025-ITB-108) to procure new tires for city-owned vehicles from February 15, 2026 through December 31, 2026. The procurement encompasses 24 line items representing various tire types and sizes, including radial tires for heavy-duty trucks, backhoe tires, loader tires, landscape trailer tires, and chipper tires, with bidders required to provide unit costs for each specification. The selected vendor must supply tires on demand with 24-hour roadside service availability 365 days per year and ensure that all quoted tire specifications maintain equal or better grade ratings as specified in the solicitation (for example, "T"-rated tires must remain "T"-rated). Prospective bidders must register on the City's e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa, follow the project to receive automatic addenda notifications, and submit sealed bids electronically by 10:00 a.m. on Tuesday, February 10, 2026, with public bid opening to follow in City Council Chambers. The deadline for submitting questions is February 3, 2026 at 4:30 p.m. The award will be made to the lowest responsible bidder offering responsive bids that meet all specification requirements, and all quoted prices shall remain firm for the first 90 calendar days from award and thereafter until written notice of change is provided. The contract term extends from the award date through December 31, 2026, with an option to renew for one additional year under mutually agreed terms or on a month-to-month basis if a new contract cannot be executed at the anniversary date.
Bidders must demonstrate proper business registration, licensing, and certifications and maintain specified insurance coverage including $1,000,000 comprehensive general liability and $300,000 automobile liability minimum coverage. All respondents are required to execute affidavits regarding affirmative action compliance, non-segregated facilities, non-collusion, and lobbying disclosures, and must certify compliance with Federal Certification Regarding Lobbying requirements under 31 CFR Part 21, which prohibits the use of federal appropriated funds to influence federal or congressional officials in connection with the contract award. Bidders must submit all 24 line items in their proposals; failure to bid on all items may result in bid rejection. No specific set-aside designations for disadvantaged enterprises are mentioned in the solicitation documents. The City reserves the right to reject any or all bids, waive informalities or irregularities, and award contracts in its best interest. No incumbent vendor information or specific budget range is provided in the available procurement documents.
