About this opportunity
The City of Edinburg is requesting sealed bids for new tire, retread, flat repair, and fleet services for its Solid Waste Management Department under RFB #2027-10, with bids due October 20, 2026 at 3:00 PM. A 5% local-vendor price preference applies under Texas Local Government Code Section 271.9051 to vendors with a principal place of business within Edinburg. Questions are due October 9, 2026 at 3:00 PM.
The scope spans procurement and maintenance of tires across heavy-duty refuse and transfer vehicles, support-fleet light trucks, and off-road landfill equipment, with tire sizes ranging from light truck (LT265/70R17) to heavy OTR (35/65R33). Vendors must supply tires from Tier I premium manufacturers only — Goodyear/Dunlop, Michelin/BFGoodrich, and Bridgestone/Firestone for heavy-duty fleet applications. Support vehicles require Goodyear Wrangler DuraTrac RT and Workhorse lines only. Retread services must utilize Michelin XDY, Bandag BDM, or Goodyear Next-Tred architectures. The City requires daily pre-trip fleet inspections beginning 4:30–5:00 AM and emergency flat repair response with SLAs ranging from 30 minutes to 2 hours depending on asset class. All tire specifications reflect South Texas climate conditions exceeding 140°F pavement temperatures.
Pricing must remain firm and fixed for twelve months from contract award, with all mounting, dismounting, balancing, valve stems, tire disposal, and labor incorporated into unit rates with no separate surcharges permitted. The City reserves the right to make multiple vendor awards on a line-item or brand-bundle basis. Contracts of $15,000 or more require workers' compensation, comprehensive general liability at $250,000 per person / $500,000 per occurrence, comprehensive auto liability, and city protective liability, with the City named as additional insured.
Bids must be manually signed, include all required questionnaires and compliance certifications (SB 13, HB 89, and SB 19 verifications), and any deviations must be accompanied by a pre-approved City exemption letter. Incomplete documentation or blank pricing cells result in automatic disqualification. Electronic submission is required through the City's procurement portal or hand delivery to the City Secretary's Office at 415 W. University Drive.
