Request for Bids Addendum Summary
This is an addendum to a Request for Bids (RFB #2027-10) issued by the City of Edinburg, Texas for New Tire, Retread, Flat Repair & Fleet Services for the Solid Waste Management Department. The procurement encompasses new tires across multiple fleet categories—heavy-duty refuse and transfer vehicles, support-fleet light trucks, and off-road landfill equipment—with tire sizes ranging from LT265/70R17 to 35/65R33 OTR specifications. The solicitation also includes retread services utilizing Michelin XDY, Bandag BDM, or Goodyear Next-Tred tread architectures, and daily pre-trip fleet inspections with emergency flat repair response. Questions were due October 9, 2026 at 3:00 PM, with sealed bids due October 20, 2026 at 3:00 PM via electronic submission through the City's procurement portal or hand delivery to the City Secretary's Office at 415 W. University Drive, Edinburg, TX 78540. Bids will be publicly opened and read at City Hall Community Room on the bid deadline date. The contract term is twelve months from award, with pricing remaining firm and fixed throughout the period.
Bidders must source all heavy-duty refuse fleet tires exclusively from Tier I premium manufacturers—Goodyear/Dunlop, Michelin/BFGoodrich, or Bridgestone/Firestone—while support vehicles are restricted to Goodyear Wrangler DuraTrac RT and Workhorse commercial lines. All unit pricing must include mounting, dismounting, balancing, valve stems, tire disposal, and labor with no separate surcharges permitted. The City may award contracts to multiple vendors on a line-item or brand-bundle basis and reserves the right to designate both primary and secondary vendors for each product category. A 5% local-vendor price preference applies to vendors with principal places of business within Edinburg whose bids fall within five percent of the lowest bid price. Contracts valued at $15,000 or more require workers' compensation, comprehensive general liability ($250,000 per person/$500,000 per occurrence), comprehensive auto liability, and city protective liability with the City named as additional insured. Bids must be manually signed, include completed vendor questionnaires and compliance certifications (Senate Bills 13 and 19, House Bill 89 verifications, non-collusion affidavits, and conflict-of-interest disclosures), with any specification deviations requiring pre-approved City exemption letters. Incomplete documentation or blank pricing cells result in automatic bid disqualification.

4.9. SECTION 9: METHOD OF AWARD & PRICING STRUCTURE
9.1 Combined Lifecycle Multi-Award and Brand-Bundle Framework
To maximize competitive bidding power, prevent franchised sole-sourcing, and preserve the City's existing casing assets, this solicitation covering both New Tire Procurement and Retread Services shall not be evaluated or awarded on a strict, contract-wide "All-or-None" basis.
The City reserves the right to structure final awards through either Line-Item Awards or Brand-Specific
Lifecycle Bundles (e.g., Bundle A: Michelin/BFGoodrich/MRT; Bundle B: Bridgestone/Firestone/Bandag;
Bundle C: Goodyear/Dunlop/Next-Tred). Awards will be made to the lowest responsive and responsible bidder per line or per bundle to allow a single vendor network to manage that specific brand's tire from new purchase through its final retread life.
9.2 Mandatory Technical Exception Letter Attachment & Electronic Submittal Protocol
• Mandatory Submittal Attachment: The physical, original signed copy or verified electronic PDF of the City-issued Technical Exception Letter must accompany the bid submittal. The letter must be included as part of the electronic portal upload or, if submitting a physical hard-copy bid, enclosed inside the sealed bid envelope at the exact time of formal bid opening.
• Non-Compliance: Bidders are strictly prohibited from attempting to substitute lower-tier products, unapproved sub-brands, or non-conforming tread geometries (such as flat-ribbed highway steer tires in place of severe-service drive lugs, or standard L-3 OTR tires in place of required L-5 deep refuse compounds). The submission of any tire that fails to meet the exact ply rating, load range, tread depth, and compound specifications detailed herein shall be flagged as an intentional non-conforming bid. Under no circumstances will a vendor be granted a "cure period" to submit technical data sheets or secure an exception letter after the bid opening deadline has passed. The city reserves the right to disqualify the bidder's entire contract proposal and flag the vendor as a non-responsible bidder for future city solicitations.
• Treatment of Blanks, Omissions, and Zero-Cost ($0.00) Submittals: Bidders must input a firm, fixed numerical dollar amount for every individual cell within the specific brand bundle or service schedule they are actively contesting. Leaving any pricing cell blank or entering non-numerical text ("N/A", "TBD") will cause immediate disqualification. Genuine zero-cost items
($0.00) require a signed corporate officer affidavit confirming all labor and material costs are
100% absorbed by the contractor.
• Pre-Bid Submission Window & Evaluation Criteria: Bidders seeking to qualify a non-listed tire specification must submit an official Technical Request for Information (RFI) to the City no later than ten (10) business days prior to the formal bid opening deadline. The request must include:
o Manufacturer-Certified Engineering Data Sheets: Verifying exact load ranges, ply ratings, rubber matrix compound metrics (cut/chip resistance benchmarks), and precise tread depths.
o Traction & Heat Certifications: Verifying equal or superior heat-dissipation ratings and traction coefficients (including 3PMSF rating sheets where applicable).
9.3 Authorized Dealer & Subcontractor Requirements
Bidders must clearly identify their authorized manufacturer dealership or franchised retreader status upon submission.
• Subcontracting Allowance: If a bidder wishes to compete for an entire combined lifecycle contract but lacks the direct franchise for one side of the business (e.g., can supply new
Bridgestone tires but must outsource Bandag retreading), a formal, signed Subcontractor
Agreement and manufacturer certification must accompany the bid packet. The prime contractor remains 100% liable for all subcontractor quality control, turnaround timeframe constraints, and safety stock requirements.
9.4 Primary / Secondary Award Option
The City reserves the right to designate both a Primary Vendor (lowest responsive/responsible bidder) and a Secondary Vendor (second lowest responsive/responsible bidder) for each line item, brand bundle, or service. In the event the Primary Vendor cannot supply a specific tire size within 24–48 hours, fails to maintain required local safety stock, fails to respond to a service call or an after hours/ emergency service call within the mandatory 30-minute / 1-hour SLA, or defaults on performance, the
City reserves the right to immediately purchase the required goods or services from the Secondary
Vendor. The Primary Vendor shall be liable to the City for any price differential between their contract price and the Secondary Vendor's rate, which the City may automatically deduct from pending Primary
Vendor invoices via set-off rights.
9.5 Casing Warranties, Retreadability & Factory Warranties
• Multi-Retread Guarantee: All Tier I casings must be warranted for a minimum of two (2) retreads. Casings such as Michelin X Works or Bridgestone M-Series are expected to reach this threshold to justify initial acquisition cost.
• 7-Year Limited Warranty: Manufacturers must provide a limited warranty against defects in workmanship and materials for the life of the original tread or 7 years from date of manufacture, whichever comes first.
• Casing Credit Value: Vendor shall provide a guaranteed "Buy-Back" or "Casing Credit" for all Tier
I shells that pass Non-Destructive Testing (NDT).
• No-Quibble Adjustment: Manufacturer should offer a "No-Quibble" adjustment policy for any casing failure occurring within the first 50% of original tread life in severe waste service.
• Factory Warranty: Vendor shall furnish factory warranty on all goods/services effective on delivery and acceptance by the City. Defects in material or workmanship (excluding ordinary wear) appearing during warranty period shall be repaired/replaced at no cost to the City.
4.10. SECTION 10: FLAT REPAIR; PRE-TRIP SPECIFICATIONS & REQUIREMENTS
INSTRUCTIONS TO BIDDERS: The Bid must be signed manually in ink or via verified digital signature by a corporate officer authorized to legally bind the bidding entity. Failure to sign, fully execute, and return this specific acknowledgement sheet inside your sealed bid envelope will cause the immediate, non-negotiable rejection of your entire contract proposal.
By signing, the bidding entity formally certifies, warrants, and agrees to the following legal and operational terms:
10.1 Review of Instructions
The Bidder has carefully read and fully understands all administrative, technical, and procedural mandates detailed within these Instructions to Bidders.
