About this opportunity

The Colorado Division of Parks and Wildlife is requesting sealed bids on south campground paving improvements at St. Vrain State Park under IFB 2027*26, with bids due September 10, 2026 at 1:30 p.m. at Colorado Parks and Wildlife, 6060 Broadway, Denver. A Service Disabled Veteran Owned Small Business (SDVOSB) preference of 5% is available for contractors registered with the U.S. Department of Veterans Affairs. Colorado resident bidder preference and Colorado labor compliance (80% of workforce for projects exceeding $500,000) apply.

The base bid scope includes widening the existing south campground access road, subgrade preparation for 9,000 square yards, furnishing and placing 3,465 tons of road base, and furnishing and placing 600 tons of 7-inch-thick hot mix asphalt paving on the main drive with pavement markings. Five optional add items allow bidders to propose on any combination of five campground loops, with asphalt paving and road base quantities varying per loop. The project accommodates Class A recreational vehicles weighing approximately 50,000 pounds. Pavement design follows geotechnical recommendations: 7.0-inch full-depth asphalt or 4.5-inch asphalt over 8.0-inch aggregate base for heavy-duty areas, placed on a minimum 2 feet of compacted on-site soil. The Buy Clean Colorado Act applies; contractors must provide Environmental Product Declarations for asphalt and asphalt mixtures demonstrating compliance with Global Warming Potential limits. Contractors must maintain comprehensive insurance including workers' compensation, $1,000,000 combined single-limit general liability, $1,000,000 automobile liability, and $1,000,000 pollution liability.

A five percent bid bond or certified check is required for bids of $50,000 or more. Performance and material/labor bonds equal to 100% of contract price are required for contracts of $150,000 or more. Work must be completed within 60 calendar days from Notice to Proceed, with substantial completion targeted for November 5, 2026. Liquidated damages are $228 per day for failure to meet deadlines. Written questions are due September 4 at 4:00 p.m., with responses posted by September 8. Notice of Award is tentatively scheduled for September 11, with Notice to Proceed on October 5. Addendum No. 1 was posted September 3 and must be acknowledged in the contractor's proposal.
