About this file

This Addendum No. 1 is issued by Colorado Parks and Wildlife, a division of the Department of Natural Resources for the State of Colorado, and pertains to the St Vrain State Park South Parking Lot Paving project. The project involves road preparation, asphalt paving, road base installation, and pavement markings for the main access drive and optional campground loops. The base bid includes 9,000 square yards of road preparation for the main drive, 600 tons of 7-inch thick asphalt paving, 3,465 tons of road base for shoulders, and a lump sum pavement markings item. Five optional add items allow bidders to propose on any combination of five camping loops, each requiring road preparation and asphalt paving. The IFB number is 2027*26 with a bid opening scheduled for September 10, 2026, at 1:30 p.m. The contract requires completion within 60 calendar days from the Notice to Proceed. This addendum revises the original bid schedule, measurement and payment section, and drawing sheet 2, and includes clarifications on striping scope, material disposal, water sourcing, utility locates, survey requirements, soil compaction contingencies, and parking area inclusions.

Pricing is submitted on a unit cost basis for road preparation measured in square yards, asphalt paving and road base measured in tons, with mobilization and pavement markings submitted as lump sum amounts. Bidders must certify compliance with Colorado Labor requirements, ensuring at least 80 percent of workforce consists of Colorado labor for projects exceeding $500,000. A Service Disabled Veteran Owned Small Business preference of 5 percent is available for eligible contractors. Contractors must provide their own water source or coordinate with the local utility to use the on-site hydrant; excess material must be disposed of on-site at a location designated by the construction project manager. The project specifications reference the Colorado Department of Transportation Most Current Standard Specifications for Roads and Bridge Construction, and all addendums must be acknowledged and included in the contractor's proposal.

Questions and Answers #1

1. What is scope of the striping – are handicap stall markings included?

Answer: Provide stop bars, turn arrows, and crosswalk markings as needed. No center lines, edge lines, or handicap stall markings are included (handicap stalls already exist on concrete pads which are to remain).

2. Where is excess material to be disposed of?

Answer: Excess material is to be disposed of on-site. The construction stockpile location currently shown on the drawings is not to be used for a permanent stockpile, and the construction project manager will provide access to the permanent stockpile area on-site once it is necessary.

3. What water source is available?

Answer: Selected firm will need to make arrangements to provide their own water source. A hydrant is available on-site, but contractors will need to coordinate with the owning utility to obtain a meter if the hydrant is to be used.

4. How should utility locates be performed?

Answer: The selected firm should coordinate utility locates either independently or by calling 811.

5. What are the requirements for horizontal control (survey)?

Answer: Specific horizontal control is not specified, and survey is not required. Match the existing road layout as closely as practicable.

6. What is the contingency plan if the material onsite resists compaction?

Answer: Initial soil treatment is mixing with material from nearby parts of the site, per the geotechnical report. If large volumes of poor material are encountered, the contractor will need to supplement it with imported class 6 aggregate base course

(ABC).

7. Are the parking areas along the main drive (individual clusters of parking stalls separate from the loops) included in the scope?

Answer: Yes.
