About this opportunity
The New Jersey Housing and Mortgage Finance Agency (NJHMFA) is procuring HUD-certified housing counseling agencies to provide comprehensive services through the Foreclosure Mediation Assistance Program (FMAP). The program seeks qualified agencies to deliver four levels of housing counseling services across six defined regions of New Jersey, including Bergen, Hudson, Passaic, Sussex, Essex, Morris, Union, Warren, and others. Counseling services include intake and budget planning (Level A at $200), action steps and budget verification (Level B at $550), mediation assistance (Level B1 at $100), and transition assistance (Level C at $150), with a total billing cap of $1,000 per client. Key objectives include preventing foreclosures, assisting homeowners in mediation programs, providing pre-foreclosure counseling, and offering rental counseling during declared states of emergency. Required qualifications include HUD certification and the ability to provide services in all counties within the selected region. The submission deadline is April 30, 2024, at 4:00 PM EDT, with proposals to be submitted through the Bonfire digital portal at https://njhmfa.bonfirehub.com/opportunities/108507. The contract period runs from October 1, 2023, through December 31, 2029.
The procurement appears open to various types of organizations, with specific provisions for non-profit entities, which are exempt from certain business registration requirements. The program emphasizes equal employment opportunities and ethical standards, with no explicit set-aside designations for disadvantaged enterprises. Agencies must submit comprehensive documentation, including organizational structure, ownership details, insurance certificates, and compliance forms. While no specific incumbent vendors are mentioned, the program requires strict documentation and reporting requirements for service providers. The total program budget is not explicitly stated, but the fee structure allows up to $1,000 per client across the four service levels. Interested agencies will be evaluated by a panel, with successful applicants receiving a contract to be signed by their Executive Director. Technical support for the application process is available through Bonfire at Support@GoBonfire.com, and program-specific inquiries can be directed to Lisa Callahan at lcallahan@njhmfa.gov.
