About this opportunity
The City of New Haven, located in New Haven County, Connecticut, is seeking qualified irrigation contractors to provide comprehensive maintenance and repair services for approximately 50 athletic fields through a competitive bid process. The procurement, designated as Solicitation #2025-IFB-278, requires contractors to offer full turn-key irrigation projects, technician services, repairs, and system maintenance for various park locations. Required services include spring startup, winter services, irrigation system design and configuration, controller supply and installation, system testing, and parts replacement. Contractors must ensure compliance with industry standards for natural turf field irrigation and maintain OSHA safety standards. The bid is scheduled for advertisement on September 26, 2025, with a non-mandatory pre-bid meeting on October 7, 2025, at 2:00 PM, and bid submissions are due on October 21, 2025, at 3:00 PM. Evaluation criteria will include unit pricing, bidder references, responsiveness, licensing requirements, and the potential to award to multiple respondents for specific line items or field locations.
The City of New Haven has implemented local preference policies that will provide consideration for minority and women-owned businesses during the procurement process. Contractors must demonstrate comprehensive qualifications, including valid licenses, certifications, experience references, and financial stability documentation. The contract term is one year with potential for two one-year renewals at the City's discretion. Bidders will be required to comply with the City's Living Wage Ordinance and submit an Equal Employment Opportunity Commission (EEOC) employment information packet, with associated fees ranging from $100 to $4,000 depending on contract value. While specific budget ranges are not explicitly stated, the procurement involves services for multiple athletic fields and suggests a substantial municipal investment. The City reserves the right to award the contract to the lowest responsible bidder, with additional considerations for product quality, vendor qualifications, cost competitiveness, and commitment to sustainability and water conservation practices.
