About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, is requesting quotations on behalf of the Department of Marine Resources for a new cash register and point-of-sale system for the Aquarium, with quotations due March 16, 2015 at 2:00 p.m. local time through the State of Maine's e-Procurement system (AdvantageME/Vendor Self Service).

The system scope includes a cash register with cash drawer and touch-screen video display, POS software with licensing, thermal paper printer, routers, and inventory management with customizable reporting and remote access functionality. The system must be compatible with the Aquarium's existing network and scanner and must support invoice creation, suspended sales holds, alpha text creation, and pass holder information management. The awardee will provide installation, travel, and training services.

Evaluation will be conducted on a best-value basis, considering product quality, specification conformance, delivery date, and the State's best interest. The lowest price among conforming bids will determine the final award. For bids exceeding $100,000, the bidder with the largest economic impact value will receive a 10 percent reduction in their total bid price for evaluation purposes, with proportional reductions applied to other bids.

All quotations must remain valid and binding for a minimum of 180 days from the bid opening date. Pricing must include all costs necessary for full compliance with RFQ requirements; the State is exempt from federal and Maine state sales and use taxes. Standard payment terms are net 30 days upon receipt of an accurate and acceptable invoice referencing the State contract number. The State reserves the right to negotiate with the selected bidder at the same rate or cost as presented in the quotation, to withdraw the award and negotiate with the next-ranked bidder, or to cancel the RFQ.
