About this opportunity

Broward County's Water and Wastewater Services is seeking an open-end contract for new replacement motor and electro-hydraulic actuators, parts, and accessories, specifically targeting Rotork and Limotorque equipment brands. The solicitation covers furnishing and delivering new (not rebuilt or refurbished) actuators to job sites, with services extending to various county agencies. Qualified vendors must be factory-authorized distributors regularly engaged in actuator sales and services, capable of providing new actuators, replacement parts, installation assistance, start-up services, and technical support. The contract will be structured with an initial two-year period and options for three additional one-year renewals, with deliveries expected within 30 calendar days of purchase order receipt. Vendors must submit electronic responses through the BPRO system by August 20, 2025, with questions accepted through August 15, 2025, at 5:00 p.m. Pricing will be based on fixed percentage discounts from manufacturer price lists, and bidders must quote on all line items within their respective manufacturer group (Rotork or Limotorque) to be considered for award.

The solicitation encourages participation from local and small businesses, with Broward County Small Business Enterprises (SBEs) and County Business Enterprises (CBEs) receiving procurement preferences. Vendors can potentially match the lowest bid if they are certified and within 10% of the lowest non-certified bid. While the Living Wage Office requirements are noted as not applicable to this solicitation, vendors must comply with various administrative requirements, including submitting an Anti-Human Trafficking Affidavit, Domestic Partnership Act Certification, and comprehensive insurance documentation. The contract does not specify a precise award value, but includes annual pass-through allowances totaling $50,000 ($40,000 for specialty subconsultant services and $10,000 for freight). Performance and payment bonds will be required if labor exceeds $200,000 throughout the contract term, and vendors must perform at least 90% of the work themselves without subcontracting. Successful vendors will be required to provide a minimum one-year warranty on new actuators, with options for extended warranty coverage.
