The scope includes furnishing and delivering new replacement (not rebuilt or refurbished) motor and electro-hydraulic actuators from brands such as Rotork and Limitorque, with parts and accessories to match existing configurations at WWS facilities that operate hundreds of actuators on valves, sluice gates, and slide gates. The contract is structured as a five-year agreement with a two-year initial period and three annual renewal options, covering two equipment manufacturer groups: Group 1 (Rotork) and Group 2 (Limitorque). Services include actuator replacement, parts supply, installation assistance, start-up services, and technical support with delivery desired within 30 calendar days of purchase order receipt.

The pricing structure is based on fixed percentage discounts from manufacturer price lists that remain firm throughout the contract term, with separate discount rates for new actuators, parts/accessories, start-up services, and installation services. Bidders must be factory authorized distributors regularly engaged in actuator sales and services, with the county reserving rights to evaluate performance records and add or delete manufacturers/products. All new actuators require a minimum one-year warranty with extended warranty options available, and the county maintains audit rights for pricing verification. Payment requires purchase orders prior to work commencement, with allowances included for shipping/freight costs and specialty subconsultant services, and all invoices must be processed through the county's accounts payable system.
