About this opportunity

The State of Illinois Department of Transportation (IDOT) is soliciting bids through an Invitation for Bid (IFB) for the procurement of Online Metropolitan Planning Organization (MPO) Training services. This contract addresses a documented workforce development need identified through a 2024 Fall Planning Conference survey indicating that the majority of MPO staff have less than five years of employment experience. The vendor must develop and deliver asynchronous, interactive online training accessible within 30 days of contract execution, consisting of three core courses: a foundational course covering primary MPO functions and responsibilities; a course on federal funding processes and MPO funding flows from federal to state levels; and a course focused on responsibilities and processes for MPOs established after the latest census. The training must accommodate up to 100 participants per year and remain available throughout the entire three-year initial contract term. Required qualifications include demonstrated expert-level knowledge of federal MPO guidelines, a minimum of five years of experience with federal funding mechanisms relevant to MPO operations, experience working with MPOs nationwide across multiple regions, and the capability to regularly maintain, update, and expand training content in response to emerging regulations and best practices. Vendors must submit quarterly progress reports including course initiation and completion data, with the initial contract term established at 36 months from execution with no renewal options, though the maximum total contract term including any extensions shall not exceed ten years. The due date for proposal submission is January 6, 2026, with a posting date of December 29, 2025.

All services must be performed virtually through web-based platforms with 100 percent of work performed in the United States, and subcontracting is prohibited. The contract is partially or totally funded with federal funds, with the specific percentage and total federal funds amount to be provided in the notice of intent to award, and the vendor must ensure compliance with multiple federal regulatory requirements including 2 CFR 200, 23 CFR 450, 23 CFR 490, 23 CFR 940, 49 CFR 625, and 49 CFR 673. Vendors must comply with all 34 enumerated certifications outlined in the Standard Illinois Certifications (V.26.2) document and adhere to the State of Illinois Department of Innovation and Technology Standard Terms and Conditions (Version 25.4), which requires general commercial liability insurance of $1,000,000 per occurrence with a $2,000,000 annual aggregate, worker's compensation insurance as required by law, and compliance with NIST Special Publication 800-53 Revision 5 security baselines. All intellectual property and work product ownership vests exclusively with the State of Illinois, and the State reserves the right to terminate the contract for convenience with thirty days' notice, for cause immediately upon notice, or if appropriations become insufficient. The contract pricing is estimated rather than firm, with the specific dollar amount to be entered by the State prior to execution and contained in the BidBuy Purchase Order. Vendor invoices must be submitted no later than July 31 of each year for work completed through June 30, and vendors with contracts exceeding $1,000 are subject to a $15 Minority Contractor Initiative fee deducted from the first payment.
