About this file

This is an Invitation for Bid (IFB) contract document from the Illinois Department of Transportation (IDOT) for the procurement of Online Metropolitan Planning Organization Training services. The project addresses a critical workforce development need identified through a 2024 Fall Planning Conference survey, which revealed that a majority of Metropolitan Planning Organization (MPO) staff attendees had been employed for less than five years, indicating significant demand for training on state and federal regulations and MPO-specific requirements. IDOT seeks a vendor to develop and deliver asynchronous, interactive online training accessible within 30 days of contract execution. The training must include three core courses: a foundational course covering primary MPO functions and responsibilities; a course on federal funding processes and how MPO funding flows from federal to state levels; and a course focused on responsibilities and processes for MPOs established after the latest census. The training shall accommodate up to 100 participants per year and remain available for the entire three-year contract term. The vendor must demonstrate expert-level knowledge of federal MPO guidelines, five years of experience with federal funding mechanisms relevant to MPO operations, experience working with MPOs nationwide across multiple regions, and the capability to regularly maintain, update, and expand training content in response to emerging regulations and best practices. Progress reports including course initiation and completion data must be submitted quarterly and upon request. The initial contract term is 36 months from execution, with no renewal options, and the maximum contract term including any extensions shall not exceed ten years.

The contract pricing is estimated rather than firm, with the specific dollar amount to be entered by the State prior to execution and contained in the BidBuy Purchase Order. Subcontracting is prohibited, and all services must be performed virtually (web-based) with 100 percent of work performed in the United States. The contract is partially or totally funded with federal funds, with the specific percentage and total federal funds amount to be provided in the notice of intent to award. The training curriculum must address multiple federal regulatory requirements including 2 CFR 200, 23 CFR 450, 23 CFR 490, 23 CFR 940, 49 CFR 625, and 49 CFR 673. Standard state contract terms apply, including general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, worker's compensation insurance as required by law, and all intellectual property and work product ownership vesting with the State of Illinois. The State retains the right to terminate the contract for convenience with thirty days' notice, for cause immediately upon notice, or if appropriations become insufficient, and vendor invoices must be submitted no later than July 31 of each year for work completed through June 30.
