About this opportunity

Northeastern Junior College (NJC) in Sterling, Colorado, located in Lincoln County, is issuing an Invitation for Bid (IFB) for video management system upgrades utilizing Avigilon solutions across the NJC campus and affiliated facilities. The procurement encompasses the furnishing, installation, configuration, testing, and commissioning of an Avigilon-based IP video surveillance infrastructure, including Network Video Recorders (NVRs) and associated digital video recording and monitoring capabilities for 16 buildings across the main campus, north campus, and equine facility at Logan County Fairgrounds. Deliverables include 16 buildings equipped with IP cameras ranging from 1 to 12 units per location, comprehensive system installation and programming, eight hours of end-user training for NJC staff, a 12-month warranty covering all equipment, materials, and labor, two scheduled annual preventative maintenance visits, and an all-inclusive annual maintenance agreement cost through year five. The successful contractor must be an Avigilon-certified installer with a minimum three-year history as a dealer in good standing and must provide three reference projects demonstrating recent experience with similar systems. Technical submissions must include marked-up specification sheets, system descriptions, storage calculations, as-built drawings, camera configuration spreadsheets, and operations and maintenance manuals. Evaluation criteria include cost (25%), conformity of equipment to specifications (15%), ability to meet the required delivery date of December 1, 2017 (25%), experience with similar projects (25%), and customer references (10%). A mandatory pre-bid meeting is scheduled for July 6, 2017, at 10:00 a.m. in Walker Hall Room 101; questions must be submitted by July 11, 2017, at 4:00 p.m.; and sealed bids are due July 17, 2017, at 4:00 p.m. (corrected from the July 18 posting date). Bids must be submitted as one unbound original plus four copies to the NJC Purchasing Office, Walker Hall 104, 100 College Avenue, Sterling, CO 80751, with awards made on an all-or-none basis.

No specific set-aside designations for disadvantaged enterprises or restrictions limiting bidder eligibility are identified in the procurement documents; however, vendors must register with the State of Colorado Vendor Self Service System (VSS) prior to bid opening and must complete and submit pages 5-6 of the proposal, a Vendor Disclosure Statement disclosing any services performed outside the United States or Colorado, and a W-9 form with M/WBE self-certification options. All bids must be submitted using the college's provided quote form signed by an authorized company representative, and all quotes must be FOB Destination. The college will provide network cabling installation and PoE switches for video servers at specified locations; the Avigilon Network Appliance will be provided for locations not requiring college switches, establishing the baseline infrastructure to which the contractor's equipment must integrate. All work must comply with applicable codes including the National Electrical Code and TIA/EIA standards, and all contractors must comply with Colorado state purchase order terms and conditions, special provisions including employment eligibility verification and conflict-of-interest certifications, and maintain appropriate insurance coverage. No incumbent vendor is identified, and no budget range or award value is specified in the procurement documents, with NJC reserving the right to accept or reject bids and to award in its sole discretion based on what is deemed most advantageous to the college.
