Video Surveillance System Specification and Equipment List

This is a technical specification and equipment schedule document for a Video Management System (VMS) installation at an educational institution, detailing the Avigilon-based surveillance infrastructure requirements across multiple campus buildings. The project encompasses the furnishing and installation of IP cameras, Network Video Recorders (NVRs), and associated equipment to provide digital video recording and monitoring capabilities for primary entrances, parking lots, and miscellaneous areas. The specification includes detailed functional requirements for 16 buildings including Phillips Whyman Hall, Cosmetology Center, Family Literacy/ESL facility, multiple residence halls, student centers, libraries, and administrative buildings, with specific camera models and quantities assigned to each location. Equipment quantities vary by building, with camera counts ranging from 1 to 12 units per location and NVR specifications tailored to storage requirements. The single Security Contractor/Integrator shall be responsible for all VMS electronic equipment furnishing, installation, programming, testing, and commissioning, while the Owner provides network cabling and electrical circuits. All work shall comply with applicable codes including the National Electrical Code, TIA/EIA standards, and manufacturer specifications.

The specification mandates that the Security Contractor be an Avigilon-certified installer with a minimum three-year history as a dealer in good standing, demonstrating recent experience with similar systems through three reference projects with contact information. The contractor must provide eight hours of end-user training, a 12-month warranty covering all equipment, materials, and labor, two scheduled preventative maintenance visits annually, and submit an all-inclusive Annual Maintenance Agreement cost through year five. Video storage requirements specify 14 days of motion-activated recording at 12 hours per day with one frame-per-second during idle periods and ten frames-per-second for event-based recording. The contractor shall submit pre-approval documentation including marked-up specification sheets, system descriptions, storage calculations, and post-construction deliverables including as-built drawings, camera configuration spreadsheets, operations and maintenance manuals, and warranty documentation. Service response times require on-site visits before end of business day for calls received before noon and by noon the following business day for afternoon calls during normal business hours of 8 AM to 5 PM Monday through Friday.
