About this opportunity
The Village of Fort Edward, New York is requesting sealed bids for demolition and site remediation of two properties — 50 East Street with detached garage and 62 Canal Street — under a Neighborhood Blight Elimination Project, with bids due August 19, 2026 at 2:00 p.m. local time and substantial completion required by October 30, 2026. The Village strongly encourages submissions from Minority and Women-Owned Business Enterprises (MWBE/WBE) and HUD-designated Section 3 firms; contractors must comply with NYS HCR Mandatory Section 3 Contract Clause, provide a Section 3 Utilization Plan, and utilize prevailing wage rates (the higher of federal, state, or local rates) for all work and subcontractors.
The scope encompasses obtaining permits and approvals, meeting New York State Historic Preservation Office (SHPO) requirements, securing sites, coordinating utility decommissioning with Village of Fort Edward (water), Washington County Sewer District #2 (sanitary sewer), and National Grid (electric and gas), performing hazardous material abatement including asbestos-containing materials and lead-based paint, installing erosion and sediment control, demolishing structures, removing foundation walls to one foot below grade, providing fill and topsoil with seed, and performing all required testing and inspections in accordance with NYCRR Part 56 and applicable federal, state, and local requirements. Special conditions apply to 62 Canal Street due to structural danger, requiring controlled demolition with asbestos containment protocols.
The contract is awarded as a single prime on a lump-sum basis. Bidders must submit 5% bid security with proposals and furnish a performance bond and payment bond each equal to 100% of contract price if selected, along with a Non-Collusive Affidavit. Final restoration and project readiness for payment are due by November 30, 2026. Bidding documents are available for download at no charge from Suozzo, Doty & Associates, PLLC; contact Jacob Beebe at 518-240-6293 or jbeebe@sdapllc.com. Only bidders registered with the issuing officer will receive notification of addenda. The Village reserves the right to reject any or all bids.
