About this opportunity

The Nebo School District is issuing a Request for Statement of Qualifications (RFSOQ) for Phase I prequalification of licensed general contractors to perform demolition and construction services at Payson High School's baseball field in Utah County, Utah. The project scope encompasses demolition of existing dugouts, backstop, fencing, and related structures, followed by construction of new masonry and framing dugouts, backstop, batting cages, bull-pen, fencing, landscape features, sprinkling systems, and electrical work. This is a two-phase procurement process wherein Phase I involves prequalification evaluation and Phase II permits only prequalified contractors to submit competitive price bids. Qualified general contractors must be properly licensed in Utah and meet specified qualifications across six evaluation factors: compliance with RFSOQ requirements (5 points), competence to perform the project (25 points), ability to perform the project (25 points), personnel work experience (25 points), past performance (10 points), and references (10 points). Prequalified contractors must achieve a minimum threshold score of 80 points out of 100 possible points. Statements of Qualifications must be submitted online through U3P (Bonfire) or in hard copy to the Nebo School District Operations Department, 350 South Main, Spanish Fork, Utah 84660, by February 11, 2026, at 2:00 p.m. Mountain Time. All questions concerning this solicitation must be submitted through the Bonfire system. The estimated project cost is approximately $1 million.

If selected following Phase II bidding, contractors must submit a bid bond equal to 5 percent of the bid amount and provide performance and payment bonds in the full contract amount. All selected contractors must carry comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 in the aggregate, name the School District as additional insured, and maintain workers' compensation, automobile, and owner's protective liability insurance. Contractors must register and participate in the federal Status Verification System (E-Verify) and verify that neither they nor their subcontractors appear on the federal Excluded Parties List System. The contractor agreement includes a two-year warranty period for correcting defective work and liquidated damages assessments of $500 per day for delays of 1 to 30 days and $1,500 per day for delays exceeding 31 days, plus $100 per day for failure to timely complete punch list items. No specific set-asides for disadvantaged enterprises or minority-owned business enterprises are noted in the solicitation materials. No incumbent vendors or current contractors are identified, nor is integration with existing infrastructure or technology addressed in the available documentation.
