About this opportunity
The California Department of Fish and Wildlife is soliciting quotes under RFQ NCR-HQ-RFQ-26-E0006 for 3,000 live Sacramento Perch for its Region 2 Fishing in the City program, with quotes due November 5, 2026 at 2:00 PM. Bidders must be California Registered Aquaculturists, and fish must be reared in California waters.
A 5% preference is available to California certified small businesses and to non-small businesses committing at least 25% subcontractor participation to certified small businesses. Disabled Veteran Business Enterprise incentives range from 3% to 5% based on participation levels.
Fish are split equally, 1,500 each, between Granite Regional Park and Howe Community Park. The desired length is 2 to 4 inches, with a 1.5-inch minimum. The contractor must arrange third-party aquatic invasive species monitoring at the rearing facility, submit quarterly reports to CDFW, and deliver clearance results before fish delivery. Attachment 2 schedules both deliveries for December 3, 2026. The state may adjust delivery dates, locations, and quantities within the 3,000-fish total, and it reserves the right to cancel if disease or aquatic invasive species are detected. The RFQ's contract-term line reads December 2025, which conflicts with the Attachment 2 delivery date.
Bidders must submit a California seller's permit number and the following forms: DFW 1080 Darfur Contracting Act Certification, where omission results in disqualification; STD 204 Payee Data Record; DFW 1082 Bidder Declaration; CalRecycle 74 Postconsumer-Content Certification; and a Commercially Useful Function certification if applicable. Pricing must be all-inclusive, F.O.B. Destination with freight prepaid, and quotes must remain valid for 60 days. The state will award to the lowest responsive and responsible bidder, evaluating bids on an "All or None" basis or by individual line item.
Written questions are due October 29, 2026 at 2:00 PM, with CDFW responses by 5:00 PM on November 2. Quotes open at 3:00 PM on November 5. Delivery scheduling runs through Richard Munoz at (916) 767-1324, Monday through Friday, 8:00 AM to 4:00 PM.
