About this file
This Scope of Work document from the California Department of Fish and Wildlife (CDFW) outlines requirements for purchasing Channel Catfish (Ictalurus punctatus) for the Region 2 Fishing in the City program with delivery scheduled for December 2025. The contractor must supply fish measuring between 2 to 4 inches in length, with an acceptable average of 2.5 inches per fish and a minimum size of 1.5 inches. The contractor is responsible for arranging Aquatic Invasive Species (AIS) monitoring at the rearing facility through an independent third party, with quarterly testing reports on facility water samples submitted to the CDFW Region 2 contract manager, Lacey Carlson. Testing results confirming the rearing facilities are clear of AIS must be received prior to fish delivery, and any indication of AIS compromise may result in contract cancellation. CDFW will establish fish planting schedules provided to the contractor in advance, with flexibility to accommodate contractor needs; however, if the contractor cannot meet a scheduled delivery date, written notification must be provided at least 14 days prior to the scheduled planting date, with all schedule changes confirmed by email.
The contractor must maintain active email communication with CDFW, with all delivery schedules, proposed changes, and notifications of concerns conducted via phone and confirmed by email, with archived emails serving as written verification of agreements. The Scope of Work does not specify contract pricing, set-asides, funding sources, or contract term details. Additional information regarding fish rearing protocols is available through the CDFW hatchery protocol documentation accessible via the provided reference link.

STATE OF CALIFORNIA
Department of Fish and Wildlife
Rev. March 2023
SCOPE OF WORK
Overview
The California Department of Fish and Wildlife (CDFW) needs to purchase Channel Catfish (Ictalurus punctatus), for the Region 2 Fishing in the City program, December 2025.
Fish Rearing
Unless otherwise noted, the desired length per fish should be between 2 to 4 inches (5.08 cm to 10.16 cm). However, the Contractor may plant fish which average 2.5 inches (6.35 cm) per fish. The smallest fish should measure no less than 1.5 inches (3.81 cm) in length.
Aquatic Invasive Species (AIS) Monitoring
Contractor is required to have Aquatic Invasive Species (AIS) monitoring performed at the fish raising facility, through an independent party, via performance of tests on facility water samples for larval veligers and other invasive species. Contractor will arrange to have an independent agent prepare quarterly reports showing results of regular testing throughout the duration of contract with a copy of each report submitted to Lacey Carlson, CDFW Region 2 Fishing in the City contract manager. If reports show an indication of AIS compromised rearing facilities, the contract shall be subject to cancellation by the State of California. Testing results from the described source verifying that rearing facilities are clear of AIS must be received by CDFW contract manager prior to delivery of fish.
The CDFW hatchery protocol is available for review at:
https://nrm.dfg.ca.gov/documents/ContextDocs.aspx?cat=Fisheries--FishProductionDistribution.
Scheduling
CDFW will develop fish plant schedules on a regular basis and provide the schedules to the Contractor prior to the first plant. CDFW may specify specific dates for planting based on planned fishing events but will remain flexible to accommodate the needs of the Contractor. If the Contractor is unable to deliver on a scheduled date, written notification must be provided to CDFW at least 14 days prior to the scheduled planting date. All changes to the delivery schedule will be confirmed by email prior to planting.
Communication
Contractor is required to have an active email account. All delivery schedules, proposed changes, agreements to such changes, and notification of concerns will be made by phone and confirmed by email. Archived emails will serve as written verification of agreements.
