About this opportunity
The State of Utah Division of Purchasing is requesting bids for aerially applied herbicide services in Iron County under IFB NC27-110, with bids due September 24, 2026. The procurement will award a single contract to the lowest cost responsive and responsible vendor; no mandatory site visit is required, though bidders are strongly encouraged to inspect the site.
The scope covers aerial application of imazapic herbicide (Plateau or approved equivalent) on approximately 526 acres located 1 mile southwest of Newcastle to control cheatgrass. The contractor must furnish all herbicide, adjuvants, equipment, supervision, transportation, and operating supplies. Application may be conducted using helicopter, fixed-wing aircraft, or unmanned aircraft system (UAS/drone) capable of meeting GPS tracking and coverage requirements. The contractor is responsible for GPS equipment, water supply, herbicide transportation and storage, cleanup of accidental spills, and restoration of any roads damaged during operations. The contract performance period runs from September 28 through December 15, with a project performance time of 2 calendar days from Notice-to-Proceed. Payment is based on actual acres treated as verified by GPS tracking data, calculated at a per-acre bid rate extended across 526 acres; pricing must include all labor, equipment, materials, mobilization, and operating costs with no fuel surcharges or adjustments negotiated.
Bidders must be pre-qualified contractors and submit detailed specifications of proposed aircraft type and spray system configuration. The vendor must guarantee pricing for the entire project duration and maintain commercial general liability insurance of not less than $1 million per occurrence and $3 million aggregate, plus commercial automobile liability of $1 million combined single limit if vehicles are used. All responses must be submitted through the U3P platform. Questions must be submitted through U3P during the question and answer period. A pre-work conference will be held at the project site to review specifications, schedules, and administrative provisions. The State reserves the right to implement minor change orders of up to 10 percent of original acreage at the original per-acre bid price.
