About this opportunity

Navarro College District issued Request for Proposals (RFP) #2603 on April 1, 2026, soliciting qualified vendors to provide comprehensive custodial services at its Mexia location in Mills County, Texas. The scope of work encompasses routine cleaning of classrooms, offices, restrooms, and common areas across approximately 24,364 square feet (South Classroom Building: 15,896 sq. ft.; Administrative Building: 8,468 sq. ft.) located at 901 N Dr. M.L.K. Jr. Hwy, Mexia, Texas, as well as periodic deep cleaning and floor maintenance services. Services shall be provided five days per week after normal business hours, with major housekeeping projects completed during periods when classes are not in session, including semi-annual carpet shampooing and floor maintenance. The contractor must provide all equipment and cleaning supplies while the college furnishes toilet tissue, hand soap, trash bags, paper towels, light bulbs, and related items. Required qualifications include comprehensive insurance coverage (Workers' Compensation, Public Liability $500,000/$500,000, Property Damage $300,000/$300,000, and Automobile Coverage), bonding, three commercial references representing similar custodial service contracts, designation of a responsible representative available via email, text, and cell phone during working hours, maintenance of an updated employee list subject to background screening, and compliance with all federal, state, and local safety regulations including OSHA standards and EPA guidelines. Evaluation criteria allocate 70 percent to purchase price and total project cost, 10 percent to supplier reputation and past performance based on references, and 20 percent to relevant factors outlined in the scope of work and RFP specifications. A mandatory pre-bid meeting for the Mexia location is scheduled for April 14, 2026, at 3:00 p.m. at the Front Office; the deadline for submitting questions is April 24, 2026, at 5:00 p.m.; and proposals must be submitted by April 29, 2026, at 3:00 p.m. (per Addendum 1), with bid opening on April 30, 2026, at 10:00 a.m.

The RFP contains no explicit set-aside designations or restrictions limiting responses to disadvantaged enterprises or specific organization types; however, all vendors must comply with federal, state, and local laws, including the Americans with Disabilities Act, Texas antitrust laws, debarment status verification, franchise tax obligations, equal opportunity employment practices, and Executive Order GA-48 regarding foreign adversaries. No incumbent contractor or current service provider is identified in the procurement documents. The contract term begins September 1, 2026, and continues for two years through August 31, 2028, with Navarro College retaining the right to renew for up to three additional one-year terms contingent upon satisfactory vendor performance and mutual agreement; either party may terminate with ninety days' written notice. Vendors must submit total annual costs on the pricing sheet, with all pricing required to remain firm for each contract year and represent all-inclusive costs for labor, supervision, equipment, and supplies necessary to perform all specified work. Additional as-needed services (Emergency Custodial Services, Bloodborne Pathogen Clean-Up, Carpet Cleaning/Extraction, and General Housekeeping) require separate hourly rate pricing and must be authorized in advance; these services are not included in base contract pricing and payment is contingent upon actual utilization. No specific contract award value or budget range is disclosed in the RFP documentation, and Navarro College reserves the right to select a single supplier, multiple suppliers, or no supplier at all and is not obligated to award the lowest bidder.
