About this opportunity

The Texas Health and Human Services Commission is requesting bids for natural gas system testing, inspection, and preventive maintenance services at Kerrville State Hospital, with responses due September 1, 2026, at 10:30 a.m. and an optional on-site visit on August 21, 2026, at 10:30 a.m. This is an Invitation for Bids (IFB) covering forty-three sites across twenty-six buildings on the Kerrville State Hospital campus.

The scope encompasses annual emergency shut-off valve services, main valve inspections, relief valve inspections, cathodic protection inspections, key and line valve service, regulator inspections, and corrosion inspections at all sites. All work must comply with 49 CFR Part 192, NFPA 54, and National Standard Plumbing Code. The contractor must complete initial testing within sixty days of award and perform ongoing services Monday through Friday between 8 a.m. and 5 p.m. Central Time, with a four-hour response time for service calls.

The minimum qualifications are five years of relevant experience, a Texas Master Plumber license, and required certifications in Liquefied Petroleum Gas, Compressed Natural Gas, and Liquefied Natural Gas. Bidders must submit three verifiable references for similar services within the last five years and comply with background check requirements for all personnel. No HUB subcontracting plan is required, though bidders are encouraged to identify subcontracting opportunities with certified historically underutilized businesses.

Pricing must be submitted using the provided Exhibit C Pricing Sheet as firm, fixed prices. Bidders must provide hourly rates for Master Plumber, Journeyman Plumber, and Apprentice Plumber services at standard, overtime, holiday, and emergency rates; a material and parts markup percentage not to exceed 20 percent on an estimated annual parts cost of $10,000; and an all-inclusive annual price for complete natural gas testing and inspection services. Historical spend for similar services was $62,500 for the period November 12, 2025, through August 31, 2026, provided as a guideline only. Price adjustments may be permitted based on the Consumer Price Index formula specified in the IFB, subject to HHSC approval.

The contract term runs September 1, 2026, through August 31, 2027, with an extension option for up to one additional year at HHSC's discretion. The contractor must maintain comprehensive insurance coverage including workers' compensation with statutory limits, commercial general liability of $1 million per occurrence with $2 million general aggregate, commercial automobile liability of $1 million combined single limit, professional liability of $1 million, and umbrella liability of $1 million. Questions and clarifications are due August 24, 2026, at 10:30 a.m., with responses posted by August 26, 2026.
