About this opportunity

The Florida Department of Financial Services is conducting a Request for Proposal (RFP) for the My Safe Florida Condominium Pilot Program, seeking Wind Certification Entities (WCE) to provide wind certification analysis for Service Region 1, which includes Leon County. The primary objective is to select vendors who can perform comprehensive wind mitigation inspections for condominium associations, with the goal of increasing the structural resilience of Florida's condominium inventory against storm damage. Qualified respondents must have a minimum of 5 years of experience performing wind mitigation inspections and be able to provide services across the entire geographic area of Service Region 1. The Department intends to award one contract but may select multiple vendors if deemed most advantageous. Responses are due by November 5, 2024 at 2:00 PM Eastern Time, with an anticipated contract start date of November 19, 2024. The initial contract term will be one year, with options to renew for up to three additional years. Evaluation criteria will focus on the respondent's technical approach, organizational experience and ability, and pricing, with the goal of selecting the most advantageous vendor(s) to the State.

The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The Department will evaluate responses based on technical merit and does not guarantee a minimum number of inspection assignments for any Wind Certification Entity. The overall budget for the pilot program can support up to 150 grants to condominium associations, with a statewide inspection budget of $600,000. Respondents must meet specific mandatory criteria, including registration with the Florida Department of State, compliance with E-Verify requirements, and completion of various certification forms addressing issues such as boycotts, scrutinized companies, and labor practices. Inspectors are prohibited from accepting compensation from condominium associations or selling additional services to assigned associations. While no incumbent vendors are identified, the program requires strict adherence to ethical guidelines, confidentiality provisions, and specific documentation requirements for wind mitigation inspections.
