About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes on 2027 or latest model year vehicles (Classes 20–40) for a statewide open-end contract serving all state agencies and political subdivisions, with quotes due October 20, 2026 at 1:30 p.m. EDT and a mandatory in-person pre-bid meeting required prior to submission. Technical questions are due October 8, 2026 at 10:00 a.m. EDT.

The scope covers full-size vans (8, 12, and 15 passenger), cargo vans, and heavy-duty pickup trucks in regular cab through crew cab configurations, available in gasoline, flex-fuel (E85), diesel, compressed natural gas/bi-fuel, and hybrid fuel types. Vehicles must meet comprehensive mandatory equipment specifications including automatic transmission, power steering and brakes, air conditioning, backup cameras, Bluetooth-compatible radios, and airbags. All vehicles require manufacturer warranties of at least three years and 36,000 miles bumper-to-bumper coverage and must be delivered within 120 working days for standard orders and 60 working days for emergency orders.

Vendors must submit pricing on a unit basis for each fuel type and vehicle class using the attached Exhibit A Pricing Pages. Delivery is F.O.B. to West Virginia Surplus Property in Dunbar or to Charleston Metro Area agencies, with vendors permitted to quote supplementary per-mile charges for locations outside these areas. Pricing is firm for the life of the contract. The contract term extends one year or until the model year build-out date, with renewal available for one successive one-year period upon mutual written consent.

Vendors must be Manufacturer Authorized Dealers and maintain Commercial General Liability Insurance of at least $1 million per occurrence. All submissions are public documents subject to West Virginia's Freedom of Information Act. Vendors must acknowledge receipt of all addenda using the Addendum Acknowledgement Form or risk disqualification. Contact Mark A. Atkins, buyer, at (304) 558-2307 or mark.a.atkins@wv.gov.
