About this opportunity
Sandy City Public Utilities Department is soliciting proposals from consulting engineering firms for water and storm water design, project management, inspection, water rights, source development, environmental assessment, and system modeling services under an RFP, with questions due November 20, 2026 and proposals due November 23, 2026 at 3:00 p.m. MT. No set-aside or preference program is stated in the source.
The scope covers hydraulic analysis, hydrogeology analysis, asset management, water and storm drain design and specifications, peer review, construction management and inspection, water rights evaluation, environmental assessments, water source development, and floodplain management and review. The RFP cites three examples: evaluation and rehabilitation of the Pepperwood Well, waterline replacement on Wasatch Boulevard, and storm drain replacement on 11000 South. The City intends to award a two-year contract to two or more firms where total engineering fees are less than $150,000. Selected firms must enter into a Professional Engineering Services Agreement, a sample of which is attached to the RFP.
Proposals are capped at ten pages plus resumes and supporting information in an appendix. Pricing must be excluded from the narrative and submitted on a separate line items tab. Proposals go through the City's IonWave portal. Any exceptions or deviations to the terms and conditions must be submitted in a separate document with the proposal.
A Sandy City staff selection committee will score proposals on a 100-point scale: hourly fee schedules (25 points), firm experience in water and storm water studies (10), water system design (10), storm water design (10), asset management implementation (10), five references from the past five years (10), water system construction management (5), well and pump station design (5), storm water construction management (5), floodplain management (5), and local Utah office strength (5). The City reserves the right to disqualify incomplete proposals, waive minor defects, request additional information, negotiate with multiple short-listed firms, and reject any or all proposals.
