About this opportunity

The City of Peoria, Arizona is issuing a Request for Proposal (RFP) for Municipal Custodial Services to provide custodial maintenance across approximately 20 city facilities, including utility, recreation, municipal operations, police, water services, neighborhood and human services, arts, culture, and library locations. The scope of work requires service frequencies ranging from biweekly to seven times per week, with most services performed during evening and night hours (6:00 PM to 6:00 AM) or weekend hours. Contractors must implement a Performance-Based Service Contracting model maintaining facilities to APPA Level 2 "Ordinary Tidiness" standards and must provide all necessary products, chemicals, and equipment except consumables (hand soap, trash bags, paper towels, toilet paper) supplied by the City. A mandated Green Cleaning Program requires all general-purpose cleaners to be certified by Green Seal GS-37 or EcoLogo UL 2759, along with microfiber technology and HEPA-filtration vacuums. All contractor personnel must pass state and national fingerprint-based background checks and E-Verify employment verification, with personnel assigned to high-security facilities required to comply with FBI CJIS Security Policy v6.0. Proposals must include three references from similar clients, current certifications and licenses, detailed cost information, and completed City forms. Evaluation criteria in order of importance are: Firm's and Staff's Capabilities and Experience; Project Understanding and Method of Approach; Cost Considerations; Similar Project Experience; and Conformance to RFP. A pre-proposal conference is scheduled for April 27, 2026, at 1:00 PM Arizona Time at 9875 N. 85th Avenue, Peoria, Arizona 85345, with proposals due by 5:00 PM Arizona Time on May 4, 2026, submitted electronically through the City's Bonfire Procurement Portal. The resulting contract will commence on the effective date and continue for two years with optional extensions up to a maximum of 36 months.

The RFP document does not specify set-aside designations or restrictions limiting responses to particular categories of organizations such as disadvantaged enterprises, minority-owned businesses, or women-owned enterprises. No incumbent vendors or current contractors are identified in the procurement documentation. The contract is non-exclusive, allowing the City to obtain custodial services from other sources when necessary, and multiple awards may be made at the City's discretion. Contractors must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence with $2,000,000 aggregates, Commercial/Business Automobile Liability of $1,000,000, and Workers' Compensation coverage. No changes to the City's Insurance Requirements, Indemnification, or Document Use requirements will be granted. The RFP does not provide a listed budget range or award value; pricing will be evaluated as part of the proposal submission process based on the detailed cost information and service delivery requirements submitted by prospective contractors.
