About this opportunity
The City of Newark, New Jersey is seeking a private collection agency to provide Municipal Court Collection Agency Services through RFP #2025-56, targeting the recovery of outstanding municipal court debts within Essex County. The procurement requires a qualified collection agency with a minimum of ten years of experience in municipal debt collection, capable of identifying and contacting individuals with unresolved court-related financial obligations. Proposing agencies must demonstrate comprehensive capabilities in negotiating payment plans consistent with New Jersey regulations, ensuring strict adherence to the Fair Debt Collection Practices Act (FDCPA), and maintaining compliance with municipal policies. The evaluation criteria will assess proposals based on five key components: experience and past performance (25 points), compliance and collection strategies (25 points), cost-effectiveness (20 points), technological capabilities and reporting (15 points), and customer support and communication (15 points). Electronic proposals will be accepted through the city's e-Procurement Portal until 10:15 am on July 17, 2025, with the contract initially set for a one-year term and potential renewal options. Minimum qualifications include demonstrated success with previous municipal contracts, state licensing compliance, a secure online reporting platform, and detailed procedures outlining regulatory guideline adherence.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged business enterprises. The vendor submission forms indicate comprehensive compliance requirements, including equal employment opportunity language, Americans with Disabilities Act compliance, ownership disclosure, and criminal background check provisions. While specific budget ranges are not explicitly detailed, the collection agency will be permitted to assess an administrative fee not exceeding 22% of collected amounts, as authorized by New Jersey Supreme Court procedures. The procurement documents suggest that potential vendors must complete extensive administrative documentation, including ownership disclosures, political contribution information, and investment activity declarations. Proposing agencies must provide a comprehensive submission package encompassing company profiles, collection strategies, compliance plans, fee structures, references, technical specifications, and proposed contract terms. The city emphasizes a transparent selection process focused on identifying a professional agency committed to ethical and effective municipal debt recovery, with the potential for future contract renewals based on performance.
