About this opportunity
The Orleans Parish School Board is requesting proposals for municipal and community affairs services to support NOLA Public Schools, with proposals due August 25, 2026, and a virtual pre-proposal meeting on August 7. The procurement carries a DBE participation goal of 35 percent.
The scope covers strategic stakeholder engagement and governmental relations: cultivating relationships with municipal elected officials and community stakeholders, representing OPSB at community events, developing written communications, engaging stakeholder groups, advising on municipal affairs priorities, coordinating meetings between OPSB and external entities, and providing additional governmental relations support as needed. The contractor must demonstrate successful experience with the Louisiana State Legislature and knowledge of the Minimum Foundation Program, state budget, and appropriations processes.
The annual contract budget is $55,000.00 over a one-year base term with two optional one-year renewal periods contingent on performance evaluation. Performance is evaluated against six criteria weighted as follows: experience with Louisiana State Legislature and knowledge of state budget and appropriations (25 points); experience with the Office of the Mayor, New Orleans City Council, Orleans Parish Legislative Delegation, and State Bond Commission (20 points); qualifications of assigned personnel (20 points); performance history including cost control and quality (10 points); cost (15 points); and DBE participation (10 points). Proposers must provide three to five client references from school districts and disclose any litigation within specified timeframes. Certified DBE firms must submit certification letters and all required DBE forms for proposal responsiveness. Written questions are due August 13, 2026, at 4:00 p.m. CST. Potential oral presentations are scheduled for September 3–4, 2026. NOLA Public Schools reserves the right to reject any or all proposals, award to single or multiple vendors, and cancel the solicitation at its sole discretion.
