About this file

This Addendum No. 1 to Request for Proposal 27-0017, issued by the NOLA Public School Procurement Department on August 7, 2026, modifies the original RFP documents issued July 30, 2026, for Municipal and Community Affairs Services to support the Orleans Parish School Board (OPSB) and NOLA Public Schools. The addendum clarifies that the Code of Silence remains in effect, prohibiting proposers from contacting NOLA-PS representatives, district staff, or their advisors regarding the RFP process except through written questions submitted to the Executive Director of Procurement. All written questions must be submitted electronically to procurement@nolapublicschools.com no later than 4:00 p.m. on Thursday, August 13, 2026, with no addenda to be issued later than Tuesday, August 18, 2026, or 72 hours prior to the proposal due date of August 25, 2026. The contractor will provide comprehensive municipal affairs and community relations services including cultivating relationships with municipal elected officials and community stakeholders, serving as an OPSB representative at community events, developing written communications, engaging stakeholder groups, advising on municipal affairs priorities, and coordinating meetings between OPSB and external entities. The contract is for a one-year base term with two optional one-year renewal periods contingent on performance evaluation.

The addendum significantly revises the original evaluation criteria and scope of services by removing references to state legislative advocacy, lobbying activities, and state-focused work such as monitoring the Louisiana State Legislature, Minimum Foundation Program knowledge, and state budget processes. The revised evaluation criteria now emphasizes experience with municipal stakeholders and the City of New Orleans (25 points), qualifications of primary personnel (20 points), comprehensive understanding of NOLA-PS and OPSB history and operations (15 points), firm methodology and approach (15 points), cost (15 points), and Disadvantaged Business Enterprise participation at 35 percent (10 points), for a total of 100 points. The annual contract budget is $55,000.00. Proposers must provide three to five client references from school districts and disclose any litigation within specified timeframes. Certified DBE firms must submit certification letters and required DBE forms for proposal responsiveness. Potential oral presentations are scheduled for September 3-4, 2026. NOLA Public Schools reserves the right to reject any or all proposals, award to single or multiple vendors, and cancel the solicitation at its sole discretion.
